The legislative procedure is at the core of the legislative process, which consists of all actions aimed at drafting a legislative proposal and adopting and enforcing the law. In modern democratic countries, the vast majority of draft laws are drafted by the executive branch of government, within which the government and the narrower public administration, i.e. ministries and government departments, play a key role. The authors limit themselves to the role of the European Commission, which in recent years systematically monitors the characteristics of the public administrations of the Member States and their reforms or modernisation processes, and tries to better understand the role that EU support plays in improving the functioning of the public administrations of the Member States. The framework of this activity is represented by the EUPACK (European Public Administration Country Knowledge) project, which has been running since 2016. The authors note that the number of adopted laws oscillates from year to year. In all the years analysed, the Government of the Republic of Slovenia was the predominant sponsor of the laws adopted, and less than half of the laws were adopted under the ordinary legislative procedure.
