Land policy is a set of administrative and financial instruments for implementation and effective management of spatial plans and other documents of spatial development, in particular by ensuring a sufficient quantity of available building land improved with public infrastructure. The paper deals with incompleteness of spatial planning and key data basis for the implementation of land policy. It defines problems about the definition of building land, data and classification, green and brown field areas and building land development index. As a key organizational measure of land policy a new land service institution is proposed. The paper also address the infrastructure utilization and covers the following financial instruments of land policy: infrastructure tax, tax for land use change, tax for spatial planning and property tax.
