WINTERTON Major General Ref. : LDIAI54I84 Zone Commander ESTABLISHMENT OF A TECHNICAL-ADMINISTRATIVE COMMITTEE AT THE DEPARTMENT OF PUBLIC WORKS AND UTILITIES — AMENDMENTS TO ORDER No. 138/1953 WHEREAS it is considered necessary to make certain amendments to Order No. 138, dated 9 December 1953, establishing a Collegiate Body to advise on matters of public works at the Department of Public Works and Utilities, in that part of the Free Territory of Trieste administered by the British-United States Forces, NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, CB, CBE, Major General, Zone Commander, ORDER: ARTICLE I The following paragraph is hereby added to the fifth paragraph of Article III of Order No. 138, dated 9 December 1953: „Whenever the Committee is required to give its opinion on projects concerning railway, tramway, trolley-bus or rope-railway constructions, or, to deal with matters involving railway services or services on roads, either a Representative of the Railway Administration or a Representative of the „Ispettorato della Motorizzazione Civile e dei Trasporti in coneessione“ nominated by the Department of Transportation, as the case may be, shall attend the meetings relating thereto.“ ARTICLE II Article IV of Order No. 138, dated 9 December 1953, is hereby repealed and replaced by the following: „In the absence of the Chief, Department of Public Works and Utilities, the Committee shall be presided over by the Deputy Chief of same Department. The duties of Secretary to the Committee shall be discharged by a permanent (,,di ruolo“) official entrusted therewith by the Chief, Department of Public Works and Utilities. The members of the Committee shall be paid at rates to be fixed by the Directorate of Finance and Economics on the advice of the Chief, Department od Public Works and Utilities.“ ARTICLE III This Order shall become effective on the date of its publication in the Official Gazette and its provisions shall be operative from the same date as those of Order No. 138, dated 9 December 1953. WINTERTON Major General Ref.: LDfA/54198 Zone Commander EXTENSION TO FOREIGN INSTITUTIONS OF FISCAL PRIVILEGES IN FAVOUR OF GIFTS MADE FOR PURPOSE OF CHARITY, INSTRUCTION OR EDUCATION WHEREAS it is deemed advisable to issue provisions for the extension to foreign institutions of the fiscal privileges in favour of gifts („liberalità“) made for purposes of charity, instruction or education in that part of the Free Territory of Trieste administered by the British- United States Forces ; NOW, THEREFORE, I, SIR JOHN WINTERTON, KCMG, OB, OBE, Major General, Zone Commander, ORDER: ARTICLE I The provisions of art. 1 of R. If. L. 9 April 1925, No. 380, converted into the Law 21 March 1926, No. 597, and those of Article IX, third and fourth paragraphs, of Order No. 56, dated 3 April 1950, are hereby extended to legally recognized foreign Institutions having their registered Office in the Zone or abroad, provided the gift is specifically made for purposes of charity, instruction or education and subject to reciprocity of treatment in the State to which the foreign Institution belongs. The foregoing paragraph shall also apply to those gifts made before 17 March 1953 in respect of which the relative duties have not already been paid.
