The article emphasises the importance of social insurances for international and constitutional fundamental human right to social security. Their common features and specificities are presented. It is argued that in times of social (economic or sanitary) distress the social insurance system is used for other purposes, and intervention measures oftentimes distort its systematic regulation. Shaping of common legal rules for all social insurances or even a social code is proposed. In this way, it would be easier to follow new forms of work organisation and family structures, delineate between social insurance and other forms of insurance, and guarantee transparency and foreseeability of actions as a fundamental part of legal security.
