CONTRIBUTION TO BE BORNE BY THE ALLIED MILITARY GOVERNMENT TO BALANCE THE BURDEN DERIVING FROM THE PAYMENT OF EXTRAORDINARY UNEMPLOYMENT
SUBSIDIES
WHEREAS it is deemed necessary to fix in accordance with Article XIV of Order No. 196, dated. 7 October 1949, the amount of contribution to be.borne by the Allied Military Government, in the financial year 1948-49, to balance the burden deriving from the extraordinary unemployment subsidies in that part of the Free Territory of Trieste administered^ by the British-United States Forces,

ARTICLE I
The amount of contribution to be borne by the Allied Military Government in the financial year 1948-1949, to balance the burden deriving from payment of the extraordinary unemployment subsidies, as provided for by Article XIV of Order No. 196, dated 7 October 1949, is hereby fixed in Lire 42,860,000.
ARTICLE II

RE ESTABLISHMENT OF OBLIGATION OF ADDING SESAME OIL TO SEED OILS AND PROHIBITION OF BLENDING OLIVE AND SEED OILS
WHEREAS it is deemed advisable to re-establish the obligation of adding sesame oil to seed oils and to prohibit the blending of olive and seed oils.in that part of the Free Territory of Trieste administered by the British-United States Forces,

ORDER:
ARTICLE I
In accordance with the Administrative Instructions already issued and with effect from 15 October 1949 the D.M. 30 May 1941 is hereby repealed.
The efficacy of the provisions of D.L. 30 December 1929, No. 2316 as converted into Law 12 May 1930, No. 776, and of Art. 10 (b), of D.L. 5 October 1933, No. 231, relating to the manufacture and trade of edible vegetable oils other than olive oil is hereby re-established.
ARTICLE II

TEMPORARY IMPORTATION OF COTTON YARNS FOR THE MANUFACTURE OF PURE COTTON FABRICS OF THE FINEST „POPELINE“ TYPE
WHEREAS it is deemed advisable to grant the temporary importation of cotton yarns for the manufacture of pure cotton fabrics of the finest „popeline“ type in that part of the Free Territory of Trieste administered by the British-United States Forces,

ORDER:
ARTICLE I
Temporary importation of cotton yarns measuring more than 20,000 linear metres per kilo for the manufacture of pure cotton fabrics of the finest „popeline“ type is hereby permitted for a period of 6 months.
ARTICLE II
The minimum quantity in respect of which the „temporary importation“ may be granted and the maximum term allowed for the re-exportation are hereby fixed at 50 kilos and one year respectively.
This Order shall become effective on the day of its publication in the Official Gazette and its provisions shall be operative as from 13 October 1949.

TEMPORARY IMPORTATION OF CERTAIN RAW MATERIALS FOR MANUFACTURE
AND EXPORTATION
WHEREAS it is considered advisable to allow the temporary importation iof certain raw materials destined for manufacture and subsequent exportation from that part of the Free Territory of Trieste administered by the British-United States Forces (hereinafter referred to as the „Zone“),
NOW, THEREFORE, I, CLYDE D. EDDLEMAN, Brigadier General, U.S. Army, Director General, Civil Affairs,

ARTICLE I
The temporary importation into the Zone of the following raw materials is hereby permitted for a period of six months :
(a)	Aluminium and its alloys in lingots, plates etc. for the manufacture of semi-finished aluminium alloys, motor-vehicles, spare parts of motor-vehicles and products of any kind ;
(b)	fine cellulose and raw or bleached cotton linters for the production of acetate of cellulose ;
(c)	ground pine bark for the extraction of tannin to be used for the tanning of hides ;
(d)	natural and synthetic rubber, natural and syntetic rubbertree sap, raw guttapercha for the manufacture of any kind of article ;
(e)	wooden trunks and roots for the manufacture of veneer.
ARTICLE II
Section 1 — The minimum quantity allowed for temporary importation is hereby fixed at 100 kilogrammes for each kind of raw material and, in case of wooden trunks and roots, at 100 kilogrammes for each kind of wood.
Section 2 — The maximum time-limit for the exportation of raw materials after manufacture is hereby fixed at one year, except for those mentioned in paragraph (b) of the' preceding Article which is hereby fixed at six months.
ARTICLE III

VALUE TO BE ATTRIBUTED TO THE COTTON CONTAINED IN FINISHED PRODUCTS EXPORTED DURING THE SECOND HALF YEAR OF 1949
WHEREAS it is deemed advisable to establish the value to be attributed to the cotton contained in finished products exported during the second half-year of 1949 in that part of the Free Territory of Trieste administered by the British-XJnited. States Forces,

EXEMPTION FROM CUSTOMS AND LICENCE DUTIES IN RESPECT OF COMMON ROUGH WOOD DESTINED FOR THE MANUFACTURE OF MECHANICAL AND CHEMICAL WOOD
PASTE (CELLULOSE)
WHEREAS it is deemed advisable to permit the importation, free of customs and licence duties, of common rough wood destined for the manufacture of mechanical and chemical wood paste (cellulose) in that part of the Free Territory of Trieste administered by the British-United- States Forces,

ARTICLE I
The importation free of customs and licence duties of common rough wood, or of wood simply split, for the manufacture of mechanical and chemical wood paste (cellulose) is hereby permitted for 1949, subject to observance of the rules and conditions laid in Article 3 of R.D.L. 5 July 1934, No. 1082.

ARTICLE I
The compensation due to serving messengers, to communal messengers and to officers of provincial offices for the services of any document of the Finance Administration relating to the assessment and payment of direct taxes and of indirect taxes on business transactions is hereby fixed, with effect from 20 May 1948, at Lire 8 if the notification is made in the Commune of Trieste and at Lire 4 in any other Commune.

EXTENSION AND MODIFICATION OF TIME LIMITS OF EXPIRATION AND PRESCRIPTION
RELATING TO TAXES
WHEREAS it is deemed advisable to extend and modify certain time-limits of expiration and of prescription relating to taxes levied in that part of the Free Territory of Trieste administered by the British-United States Forces,

ORDER:
ARTICLE I
The time - limits of expiration and of prescription relating to indirect taxes on business transactions as extended to 31 December 1949 by Order No. 399 dated 29 December 1948, are hereby further extended, subject to the same conditions as established by the said Order, to 31 December 1950 and 31 December 1951 respectively.
The time-limits of expiration and of prescription expiring after 31 December 1949 are hereby extended to the same dates and subjext to the same conditions.
-ARTICLE II
The prescriptive time-limit established by Article X of Order No. 94 dated 27 April 1949 is hereby extended to 31 December 1950.
ARTICLE III
The action of the Finance Administration for rectifying, for the purposes of the ordinary tax on property, the declarations of joint-stock and of limited joint-stock Companies, and for „ex-officio “ assessments in case of failure to present the declaration, may be taken not later than one year after the date on which the assessment, for the purposes of the transfer tax on shares („imposta di negoziazione“), of the values in respect of which the said taxes on property are levied has become final.
ARTICLE IV
This Order shall become effective on the date it is signed by me.

ESTABLISHMENT OF CORPS OF ADMINISTRATIVE POLICE
WHEREAS the Corps of Administrative Police (Corpo della Polizia Amministrativa) was created with effect from 1 July 194,9 within that part of the Free Territory of Trieste administered by the British-United States Forces (hereinafter referred to as the „Zone“), and
WHEREAS it is desirable that its duties, organization and administration be clearly defined,

ORDER:
ARTICLE I
ESTABLISHMENT OF CORPS OF ADMINISTRATIVE POLICE
The establishment as of 1 July 1949 of the Corps of Administrative Police (Corpo della Polizia Amministrativa) hereinafter referred to as the „Corps“ is hereby confirmed. The Corps will operate under the immediate control of the Zone President.
ARTICLE II ’
DUTIES
The Corps shall carry out the following duties in addition to any others which may be entrusted to it by Allied Military Government through the Zone President :
(a)	Those of the Municipal Police ;
(b)	The observance and carrying out of laws and regulations insofar as the application of such laws and regulations are a Communal responsibilitiy ;
(c)	Co-operation in the maintenance of order and public safety.
ARTICLE III
EXTENT OF AUTHORITY AND JURISDICTION
Section 1 — The authority and jurisdiction of the Corps shall extend to the whole Zone but until further order by Allied Military Government its duties will be exercised only in the Commune of Trieste.
Section 2 — Authority to operate oiitwith the Commune of Trieste will be the subject of special Administrative Instructions to be issued by Allied Military Government.
ORGANIZATION
Section 1 — The authorized strenght of the Corps will be . as determined from time to time by Allied Military Government.
Section 2 — The Corps will have a Headquarters Section and such other Sections as may be necessary for its proper administration and functioning.
Section 3 — The Corps will normally not carry firearms.
ARTICLE V
PERSONNEL
Section 1 —Recruitment, equipment, transportation, messing arrangements, etc. of the Corps will be as laid down by Allied Military Government in separate instructions.
Section 2 — The personnel of the Corps shall receive the same economic treatment according to grade as that enjoyed by the personnel of the Venezia Giulia Police Force.
Section 3 — Corps Regulations and Conditions of Service will be issued by the Zone President after approval of Allied Military Government.
ARTICLE VI
EFFECTIVE DATE
This Order shall become effective on the date of its publication in the Official Gazette.

Order No. 14
INCREASE IN FINES FOR VIOLATIONS OF LAW 28 SEPTEMBER 1939, No. 1822, CONCERNING REGULAR MOTOR-COACH SERVICES
WHEREAS it is deemed advisable to increase the amount of fines for violations of the Law 28 September 1939, No. 1822, in that Zone of the Free Territory of Trieste administered by the British-United States Forces,

ORDER:
ARTICLE I
Any violation of the provisions of Law 28 September 1939, No. 1822, concerning regular motor-coach services shall be punishable with a fine for contravention („ammenda“) of from L. 2500 to L. 25,000.
In case involving the safety and regularity of the services, the fine shall not be less than L. 10,000.
The ascertainment of the violations shall be within the exclusive competence of the officials of „Ispettorato Compartimentale della Motorizzazione Civile e dei Trasporti in Concessione“.
In case of regular services operated without official authorization, the provisions of the existing fiscal laws and the regulations concerning the protection of roads and of road traffic shall be applicable.
ARTICLE 11
Art. 30 of Law 28 September 1939, No. 1822, is hereby repealed.
ARTICLE 111
This Order shall become effective on the date of its publication in the Official Gazette.

Order No. 15
CONTROL OF MOVEMENT OF GOODS INTO ITALY
WHEREAS it is considered advisable to change the existing regulations and control of movement of certain goods into Italy from that part of the Free Territory of Trieste administered by the Bntish-Uniled States Forces (hereinafter referred to as the „Zone"'),

ORDER:
ARTICLE I
Order No. 27 det.ed 15 February 1949 is hereby repealed.
The following goods shall not be transferred from the Zone into Italy without an authorization from the Department of Production of the Allied Military Government:
(a)	Scrap metals, turning residues and metals to be re-utilized (ferrous and non-ferrous),
(b)	Metallic pipes,
(c)	All metal-sheet materials,
(d)	Profile-iron, reinforcing bars and rails,
(e)	Factory fittings, such as machinery, their parts, regardless of condition,
(f)	Separate wheels, shafts, propellers and chains,
(g)	All metallic ingots,
(li) Boilers.
ARTICLE III
The following goods shall not be sent from the Zone into Italy without presenting to the Customs the „Bolletta d’ Importazione“, showing that all import duties on the goods have been paid :	•
(a)	Charcoal,
(b)	Forage and animal food (not including oil-cake),
(c)	Nitrogen fertilizers,
(d)	Live stock,
(e)	Cereal and potato seeds,
(!) Timber and firewood.
(g)	Cement,,
(h)	Fish, fresh, salted or tinned,
(i)	Jam, other than in nns or glass jars,
(■j) Dried mushrooms,
(k) Meat,
ARTICLE IV
The following goods shall not be transferred from the Zone, into Italy without a prior authorization from the Department, of Commerce of the Allied Military Government:
(a)	Monopoly goods,
(b)	Wheat,
(c)	Bread,
(d)	Pasta,
(e)	Flour.
ARTICLE V
Any person violating any of the provisions of this Order shall be guilty of an offence and shall upon conviction be liable to punishment by a fine (ammenda) of from Lire 50C0 to Lire 50.000 ; in addition to such punishment the Court may order the confiscation of the products or materials constituting the subject matter of the offence and ot the transportation used in committing the said offence.

INCREASE OF FINES FOR CERTAIN TRAFFIC OFFENCES
WHEREAS it is considered necessary to increase the fines for certain traffic offences in that Zone of the Free Territory of Trieste administered by the British-United States Forces,

ORDER:
ARTICLE I
The penalties prescribed by Article 27 D.L. 8 December 1933 No. 1740 are amended to
read :
(a)	for a first offence a fine of from 1000 Lire to 5000 Lire
(b)	for a second offence a fine of from 5000 Lire to 10,000 Lire.
ARTICLE II
Upon asceitaimnent of an offence, the offender may pay immediately to the uniformed Police agent, responsible for the ascertaining of the offence, the sum of 1000 Lire and there-by avoid a trial by the Court. The Police agent shall furnish the offender with a receipt for the amount of the fine and retain a duplicate of the same to be turned into his superiors with the money so obtained. Payment in terms of the foregoing will not bar Court action if it is subsequently discovered that it has been made in respect of a second or subsequent offence.
In ca^e of second or subsequent offences and in case of refusal to pay immediately the sum fixed in the foregoing paragraph, the offender shall be tried by the Pretore, who may also, at his discretion, disqualify the driver from his driving licence and order the withdrawal of the circulation permit for a period not exceeding one year.
ARTICLE III
This Order shall become effective on the date of its publicatioA in the Official Gazette.

WHEREAS by Administrative Order No. 93 dated 10 February 1917 an Administrative Board of the Territorial Food Administration (hereinafter referred to as DITERAL) was temporarily appointed, subsequently amended by Administrative Order No. Ill dated 29 April 1947 ; and
WHEREAS by Order No. 168 dated 3 August 1949 DITERAL has been dissolved and the Administrative Board above referred to has ceased to function ; and
WHEREAS in accordance with Article III of Order No. 168 Dr. Andrea MARSI has been appointed by the Department of Finance of Allied Military Government on 16 August 1949 as liquidator,

the Board of Controllers with special reference to the accounts of the V. G. Administration prior to 15 September 1947.
