WEDNESDAY, DECEMBER i6 Rationing Is a War Essential ^ W „ What we have been advocating for montha, namely rationing lfl€€t Oil U€C. U of al! consumer good« at a war essential, !i now generally recognized and accepted. However, there are some powerful individual! who «till repeat the "argument" that ratie^ng ia tin-that the people won't accept it and that it is necessary, tnai me peopie wwi v »ucFv »» •• - un" American. The nation's experience with sugar, to cite one rationed item, has shown that consumer* prefer the equality of rationing to the discrimination of the first-come-first-serve scramble for ' scarce commodities. They prefer the system of rationing because it Is the only democratic way of solving all food problems, preventing hoarding and keeping prices at given levels. In spite of popular approval, however, the Office of Price Administration has not yet adopted a comprehensive rationing program which would prevent shortages and profiteering. For it seems that it launches each new rationing venture hesitantly and haphazardly, and only at the greatest public demand. At the present time, meat rationing should be put into effect at once because the shortages are growing more acute and some communities may soon be without adequate supplies. Te be sure, the fault ia not entirely with OPA, for it can ration a commodity only after the War Production Boar* granta ita permission—and WPB dollar-e-year men are notorious for not seeing a shortage in a particular item until a national crista occurs. However, since the appointment of Secretary Wlckard as Food Administrator by the President, it is expected that rationing of all essential goods will be put In operation—that ia, of all foodstuffs, clothing, and other commodities that are scarce, or whose stockpiles should be conserved so that they will lint for the duration. • e • ,nr The essence of successful rationing is to distribute goods and commodities while stocks are still available; there if little sense in postponing rationing until the store shelves are empty. Now that the United States Is showing Its offenstte power In North Africa and the Pacific, It becomes all the moire imperative to organize the home front on an all-out war bagls. This is the only way to guarantee that our fighting forces will never face the trsgedy of war supplies that are too little and too late, and thia is the only way to guarantee that our civilian population and our soldiers of production will be able to fulfill their war task with maximum efficiency. We believe that over-all planning and centralized control of the entire war production program can be made the Instrument that will organize the home front for victory. Along with this planning for victory, proper attention must be given to producing and distributing sufficient goods to maintain an efficient minimum war standard of living. e e e Important news bearing on this problem Is contained in statements recently made by Economic Stabilization Director Byrnes, who haa begun to outline a blueprint for organizing the home front which deserves fullest support by the people/ The Initial requirement of Byrne»' program Is for WPB and OPA to ration our existing stockpiles of everything that Is, or may possibly become, scarce. This would ensure fsir distribution of present supplies and facilitate pUnnlng of future civilian production. A schedule should be drawn up of what Is required to maintain a minimum war standard of living for the entire civilian population, that la thoee things which are necessary for health and for maximum war effort. The simplification and standardization program should set equality standards for every product, and every product should have a grade label and a specific dollur-and-cents price ceiling. This is the kind of program we need for the home front. As Director Byms pointed out, our war program for Victory must "guarantee our people the baaic living essentials at prices they can pay." This being one of our last affairs of the seaaon, fall in and enjoy yourselves with the Comrades for the last time this yesr. The Athletic league dance was a social success last week and all that attended had a nic# time. The Utopian bartenders did a good lob behind the bar all evening, and we certainly give them a hand. Likewise, those that tended the door and Marie Stefanic and Agnes Jeric for the refreshment ticket sale. All in all the committee did a nice job. Congratulations and may all the I ague's affairs continue to be iuc_ ceasful By the way. the Athletic League's next meeting will be held the second Friday in January at the SI u una None on SC. Clair, followed by a party. Every SNPJ member Is invited to attend. The league would like to have a nice response since election of officers will be the order of the day. We all must say that Hank Zorman and Johnny Spilar certainly did a grand Job with the league thia year, and it now looks like a league should give again a big hand te these two who art swell leaders and who should continue to lead this group in the future Also, a hand to the committee who work* and cooperated with Hank ahd Johnny. Not that America would dispense justice to all enslaved nations of her own will to the satisfaction of all concerned, for America does not know enough of the problems to each particular country. It is rather for us through the instrument of the Slovene National Council to present the problems of Slovenia in a manner which will be most effective and just to all. Louis Adamic, whose book, 'Two-Way Passage," has created considerable interest in Influential circles everyhere, recently wrote an excellent article on Draiha Mihai-lovich. It appears in condensed form in this week's Saturday Evening Poit. The longer (original) version appeared in Cankarjev Gflas-Bjk (Cankar's Herald) for November in Slovene. The original version is also procurable in pamphlet form at 10c a copy from Acom Press, Ridgefield, Conn., or from the author. Our readers are urged to read the condensed version and if at all possible to order the un-condensed version. In his article on Drazha Mihailo-vich, Louis Adamic describes the position of the Chetnik guerilla leader, and throws considerable light on the fight waged by the Sloyene and Croat partisans against the Nazi-Fascists in Slovenia and other parts of Jugoslavia. By reading this article our readers will know who the partisans are and what relation exists between them and the Chetniks. Without a doubt, both groups are causing considerable concern to the Axis barbarians in Jugoslavia. No one should be kept in the dark concerning the fight of our people in the old country. Although it is difficult at this'time to get a clear picture of the actual conditions there, rcalible underground information has it that our people's resist-ence against their oppressors is luch that the Axis is forced to keep leveral divisions in occupied Slo-rema and nearby territory. On the whole, the tide of war continues in favor of our side, and it is expected that the Axis will soon teceive in North Africa a blow which will leave them permanently crippled Bro. A. (Ed Note:—We have no record "f notice announcing your meeting Di-c .6, and therefore we published none) News from the SNPJ Victory Campaign Fronts Over 4100 Members Enrolled; November's Gains Show Decrease Somewhere, along the road in November, the SNPJ VICTORY CAMPAIGN must have been sidetracked, at least for a while, for the latest statistics reveal a drop of nearly one hundred members from the record established in October. Just what the reason was for this sudden downward turn is not known, but it is quite likely, as has often been the practice in the past, that many of our campaigners have struck pn the idea of holding back a few of their prospects for the closing months of the Victory Campaign. In that case, November's loss will be January's or February's gain—we hope. . The total number of new members enrolled in November, excluding six members who increased their mortuary insurance, is 395; this figure comprises 233 juveniles, 91 transfers from the Juvenile Department, and the balance newly admitted adults November's gains swell the grand total to well over the 4100 mark, with nearly three months of the campaign remaining. Credit for the largest individual gain in November, and for the second month in a row, goes to Mary Udovieh of Chicago, who enrolled 38 new members. This increased her total to 182 and is now only twenty behind John Barufald: of Sygan, Pa., who, in the same period, was able to secure but 4 new members. The stand ing between the two leaders at the beginning of the tenth month of the campaign (12-1-42) was:—Barufaldi 202 and Udovieh 182. In third place was Olivia Chuchack of Johnstown, Pa., with 118 members to her credit. Fourth place in the national standings is now held by Ursula Ambroslch of Eveleth, Minn., whose gain of 12 new members last month enabled her to succeed John Mandich of Plney Fork, Ohio, now in the fifth spot on the Victory Campaign honor roll. Sixth in standings is Mary Vldaar, Secretary of Lodge No. 3, Johnstown, Pa., who made only a slight attempt to better her previous position. In the Western States (District No. 8) Joe Kolenc, Secretary of Lodge No. 381, Aguilar, Colo., continues to maintain a comfortable margin over second place, this time adding 12 new members to make his individual total 47, while a thirteenth was enrolled by Joe Koeernlk, a member of the same lodge. In the city of Cleveland (Third District), Joaephlno Mocnlk, member of the Supreme Judicial Committee and President of Lodge 137, topped all contestants with-a very fine gain of 11 new members, including seven juveniles and four adults. The Badgers (584) of Milwaukee, Wis., came through with n sparkling gain of 12 members, eight of whom were enrolled by Leo Schwaigar, the lodge secretary. . . Ten or less new members were secured by Martin Spollar (263), Paul Baaell (319), Mary 'a nashek (89), Kafhryne Junko (121), Mary Lambert (253), Frank Kamprla (201), Jennie Petrich (322), Helen Krtotof (163(, Anne Carreth (608), Lee Ooet (700), Rom Matekovlch (325), rratt* An gustln (106), and Martin Vrbanclc (680) All lodges and individual contestants, who have enrolled 25 or more new members, are listed in the standings given below. These have qualified for spécial state, district, and national prises as provided in the rules of the Victory Campaign. There was a good deal more interest and enthusiasm for the Congress of Slovene Americana before the congress was held than there has been aince. And perhapa this Is justifiable. Thoae of us of the progressive ranka expected that the congress would be forged Into strong wespon of influence for things progressive. We can hardly expect it to be such now.
