NOW, THEREFORE, I, CHARLES C. BLANCHARD, Brigadier General U.S. Army, Director General, Civil Affairs, ORDER: ARTICLE I The Port Labor Section of the Labor Office of Trieste, will assume the responsibilities for representing the interests of labor and management within the port sector of activity, a function formerly exercised by the Port Labor Office at the Trieste Harbour Master’s office by virtue of Ministerial Decree 12 March 1931. , ARTICLE II Section 1. — A Port Labor Council is hereby established at the Labor Office of Trieste, to assist labor, management and the Port Labor Section in the exercise of their functions and responsibilities. The Port Labor Council will be presided over by the Director of the Labor Office of Trieste or, in his substitution, by the Chief of the Port Labor Section and shall be composed as follows : President six (6) representatives of port labor of which three shall be permanent (,,di ruolo“) port workers, one for each of the three port companies ; and three shall be union representatives,' one for each of the three Trade Unions registered at the Labor Office Trieste which have a trade union member for port labor affairs at the effective date of this Order. six (6) representatives of the users of the port of which one shall be designated by Magaz-.zini Generali and the remaining five by the Chamber of Commeice, Industry and Agriculture. Section 2. — In addition the port labor representatives and the users of the port shall designate an equal number as substitute membeis to replace the respective regular members in case of absence. Section 3. — The representatives specified in Section I and II of this Article shall hold office for a period of one year and may be reappointed. The following individual representatives must be substituted: Bankrupts: persons against whom any violation of the regulations governing port labor has been ascertained : and, finally, persons whose names have been cancelled from the rolls of port labourers following disciplinary or penal action. ARTICLE III A quorum of the Port Labour Council shall consist of ten (10) members. The Port Labor Council shall take its decisions either by the collective-bargaining method, or at the discretion of the president, by voting. In this case each member present shall have one vote and the majority of votes shall decide. In the case of equal number of votes, the one given by the president shall be the casting vote. The decisions of the Port Labour Council shall be forwarded to the Director of the Port through the Director of the Labour Office of Trieste and shall become effective as and to the extent approved by the Director of the Port, ARTICLE IV This Order shall become effective on the date of its publication in the Official Gazette. BLANCHARD, Brigadier General U.S. Army, Director General, Civil Affairs, ARTICLE I CONTROL POINTS No person other than those in possession of the crossing permit provided for by Article H of Order No. 181, dated 31 August 1949, may enter or leave the Zone, other than through the Control Points specified in the Table annexed hereto and by producing one of the documents indicated in Article I of Order No. 181, dated 31 August 1949, as amended by Order No. 204, dated 22 October 1949. ARTICLE II AIRCRAFT No aircraft may land in the Zone except by permission previously obtained from the Director of Interior, who will determine the conditions and the area for landing. ARTICLE III PENALTIES Any person entering or leaving the Zone contrary to the provisions of the present Order shall be guilty of an offence and, upon conviction by an Allied Military Court, shall be punished by imprisonment („pena detentiva“) or fine („pena pecuniaria“) or both, as the said Court may determine. Order No. 64 GRANTING OF A „UNA TANTUM“ EXTRAORDINARY ALLOWANCE TO THE PENSIONERS OF „PREVIDENZA SOCIALE“ AND CONFIRMATION OF THE RATE OF THE SUPPLEMENTARY CONTINGENCY ALLOWANCE DUE TO THE SAID PENSIONERS WHEREAS it is deemed, advisable to extend indefinitely the rate of the supplementary contingency allowance provided for by Order No. 31, dated 27 February 1950, and to grant a „una tantum “extraordinary allowance to the recipients of pensions payable by the „Istituto Nazionale della Previdenza Sociale“, in that part of the Free Territory of Trieste administered by the British-- United States Forces, NOW, THEREFORE, I, CHARLES C. BLANCHARD, Brigadier General, U.S. Army, Director General, Civil Affairs, ARTICLE 1 The rate of the supplementary contingency allowance provided for by Order No. 31, dated 27 February 1950, in favour of the recipients of invalidism, old age and survivors pensions payable by the „Istituto Nazionale della Previdenza Sociale“, is hereby extended indefinitely, without any change, however, to the provisions of the said Order. ARTICLE II Section 1. — Without any change to the provisions contained in Article III of Order No. 462, dated 11 September 1947, the rate of contribution due to the Social Solidarity Fund for the year 1951 in terms of Article IV of said Order is hereby established as follows : a) 4% to the burden of the employer ; b) 2% to the burden of the worker. Section 2. — For the year 1951 the rate of contribution for workers in agriculture and their respective employers is hereby established as follows : a) for each day of a male fixed wage earner („salariato fisso“) or laborer („bracciante“): employer, 20 Lire ; worker, 10 Lire ; b) for each day of a woman or child : employer, 10 Lire ; worker, 5 Lire. Section 3. — As to the determination for the subsequent years of the contribution due to the Social Solidarity Fund no change shall be made to the provisions of Article IV, Section 4, of Order No. 462, dated 11 September 1957. ARTICLE III Section 1. — A 3,000 Lire „una tantum“ allowance, chargeable to the Social Solidarity Fund, shall be granted to each pensioner and paid with pension instalment due for January 1951, as an extraordinary supplementation to the contingency treatment provided for the pensioners contemplated in Article I, subject to their pensions having been assessed („liquidate“) not later than 31 December 1950 and to their aggregate economic treatment not exceeding 10,000 Lire monthly. Section 2. — The allowance to be paid to survivors in- case of their being more than one, shall be divided in accordance with the quotes provided for by the provisions in force for the assessment („liquidazione“) of the pensions to survivors („pensioni di riversibilita“). Section 3. — One allowance only shall be paid to recipients of more than one pension payable by the „Istituto Nazionale della Previdenza Sociale“. The Allied Military Government will contribute towards the expense relating to the granting of the ,,una tantum“ allowance with 9 million Lire which, after having been advanced by the Social Solidarity Fund, will be reimbursed through an appropriation in the financial year 1951 - 1952. Army Ref. : LD/AI51I36 Director General, Civil Affaira 1 Order No. 65 EXTENSION OF THE PROVISIONS CONCERNING THE TIME-LIMITS AND PROCEDURE FOR THE PAYMENT OF THE UNIFIED CONTRIBUTIONS IN AGRICULTURE WHEREAS it is deemed advisable to extend to 1951 the time-limits and procedure for payment of the unified contributions in agriculture fixed for 1949 by Order No. 164 dated 30 July 1949, and extended to 1950 by Order No. 32 dated 27 February 1950, in that part of the Free Territory of Trieste administered by the British-United States Forces, NOW, THEREFORE, I, CHARLES C. BLANCHARD, Brigadier General, U.S. Army, Director General, Civil Affairs, ORDER: ARTICLE I Section 1. — The provisions set forth in Article I of Order No. 164 dated 30 July 1949, concerning the time-limits and the procedure for payment of the unified contributions in agriculture, extended to 1950, by Order No. 32 dated 27 February 1950 shall also be applicable to the payment of the same contributions for the year 1951. Section 2. — Payments of the above mentioned contributions shall be made in four equal instalments, the first by 5 th March, the second by 5th June, the third by 5th September and the fourth by 5th December 1951.
