Ryavec Two years ago I wrote that “what occurs in... the Baltic republics will be a real test for the Soviet Union and for U.S.-Soviet relations.” Gorbachev has failed the test. I wish the unfortunate events in Lithuania had taken a different turn and that Gorbachev’s role had been a forward-looking one. He claims he was not responsible for the beatings and the deaths. But he has ordered other military and police actions that turned violent and caused deaths — in Tbilisi, Georgia in April, 1989, for example. How many times can he play the innocent? And how many times will some people here continue to see him as a democrat? Even if Gorbachev wanted only to intimidate the Lithuanians or placate the officer corps he ought to have known that a Russian army would act brutally in a foreign environment. It has been done so before. A competent politician knows the limitations and proclivities of the instruments he employs. It cannot be that Gorbachev did not know what he was allowing, or even encouraging. Where are those non-shooting “crowd control” forces that have been in training? Were they only copy for the western media, “Potemkin cops?” And, if Gorbachev were even semi-competent he would have held back the mailed fist until after George Bush launched the strike against Iraq. Then the killings of Lithuanians might not have been noticed by a world preoccupied with war. There has been a large-scale failure of common-sense and realism in much American thinking about Gorbachev. We have forgotten that, although he is a masterful politician in the limited sense of organizing and maintaining his power and position, in the short term he is still locked within a Leninist, antidemocratic and limited Russian socialist outlook. In his recent letter to the Lithuanian Parliament Gorbachev charged it with trying to establish a “bourgeois regime,” a claim equivalent there to someone here charging a person with murder and child abuse or some other ultimate crime. I suspect we have been so sanguine regarding his nature and intentions because we were yearning to escape the threat of nuclear war and cared little for anything else. We feared Gorbachev would fall to “the conservatives” without realizing he is one of them. Indeed, he is their leader. No one else is. Let no one say the West forced Gorbachev into the right-wing camp. He never left it, in his heart. In 1989 the progressive and democratic forces invited Gorbachev to join them. He did not and thereby he supported with his prestige and cleverness the worst among that old Soviet elite of party apparatchiki, government functionaries, military officers and security specialists. As Andrei Sakharov said in 1988, Gorbachev has been trying “to achieve democratic change through non-democratic means... an extremely dangerous strategy, threatening to bring forth unworkable anti-democratic structures we’ll have to live with for a long time.” The French have a word for this: “Bonapartism,” or “plebiscitary democracy.” For most Americans, the case for democracy is built upon placing a high value on the rights of the individual to choose and expel from office his and her leaders, the “all men are created equal” for politics argument. The second argument, not made often here, is the one a contemporary Machiavelli might produce: democracy allows the ruling class, as long as it knows how to win elections, to rule without serious “interruptions” and with the advantages of having correct knowledge of what’s going on among the “masses.” It is this “safety-valve-and-g/asnost democracy” for which Gorbachev argues, not the one based on individual rights and the right of citizens to elect or “dis-elect” their leaders and thereby make and break government policy. Gorbachev has been saying in effect, “Tell me people, what conditons truly are so I can decide what is best for you.” At most this is a healthy self-confident authoritarianism. Historically, such systems do not outlive their creators. The United States government and the American people must now look beyond Gorbachev. To what, however, is difficult to say. But public attention and government policy must see Gorbachev’s government as a sterile force with a short life span and prepare, no matter how unnerving and even frightening that may be, for an “ex-Soviet Union” of kaleidoscope-like variedness. Here we need some thorough “new thinking” of our own thinking that cuts us loose from the anchor-like concept of a unified “stable” Soviet Union and instead accepts and fosters the lively and natural diversity of new states in diverse forms. Some we will like and take to while others we will want to hold at arm’s length. The main thing is not. from the magazine Echo In spite of the fact that in recent years Slovenian and Yugoslav road engineers have had very ambitious programs for the construction of roads in the country, they have succeeded to carry out only half of the planned highways. The main reason for this is the small share given by the Federal government out of the selling price of fuel. In contrast, in the majority of West European countries, more than half of all the money from the sale of oil derivatives is given for road construction. In the past, the money received from the sale of gas for roads in Slovenia varied from six to 28%. The new Slovenian government is firmly determined to insist on at least 34% share from the selling price of fuel to be received and used for road construction. Slovenia is convinced they are far behind the like Gorbachev, to stand in the way of what people want and need. That way lies only failure and the postponement of the inevitable. Karl W. Ryavec (Rijavec) was born and raised in Cleveland. After graduating from Collin-wood High he attended Miami University and Columbia University, from which he received the Ph.D. Since 1964 he has taught Soviet politics and foreign policy at the University of Massachusetts at Amherst. His most recent book is United States-Soviet Relations (Longman, 1989), soon to appear in a second edition. developed West-European countries in the construction of modern roads, that is why they cannot afford further stalling. According to the most recent data 450km of modern roads should be constructed in Slovenia in the coming years while 210km were built up to now, 34km in the last four years while 30 km are being built now. According to the Slovenian government the road construction will be accelerated in the immediate future. Besides the stable sources the financing of road construction will also be financed through foreign loans and investment of foreign capital into Slovene transport infrastructure. According to the words of the minister of transport of Slovenia, Marjan Kranjc, in the coming years the priority will be given to the construction of the so called Slovene transport cross — in one direction going from Šentilj via Ljubljana to Koper and in the other from the Karavanke tunnel to Bregana. Besides these, around 131km of Osimo roads will be constructed as well as the Slovenian part of Phyrn highway through Yugoslavia - from the border crossing Šentilj to the border with the Republic of Croatia. From among all the works on Slovenian highways the greatest progress is marked at the construction of the Karavanke tunnel. The workers of Slovenia ceste-Tehnika (SCT) are completing the construction of the portal building at the Yugoslav side and finalizing the interior of the tunnel. The work is expected to be completed in July, 1991 when traffic will begin to run through the 7 km tunnel under the Karavanke. Although the Road administration of Slovenia hoped to parallel with the opening of the tunnel, finish also a 13 km long section from Hrušica to Vrba, which would to a great extent discharge the traffic through Jesenice, it is already now clear this work will not be completed. —Franci Dovč SHA Birthdays Happy Birthday to the following residents of the Slovene Home for the Aged whose birthdays are in March: 3-03, Ann Snyder, 83 3-06, Frances Lausche, 84 3-06, Sylvia Mataich, 88 3-10, Julia Pirc, 81 3-13, Mary Komidar, 103 3-13, Rose Vide, 95 3-14, Josephine Posch, 96 3-17, Josephine Stepic, 76 3-19, Josephine Pierman, 79 3-20, Mary Hočevar, 90 3-25, Frank Sepin, 94 STERLE-SANKOVIC Funeral Home (Formerly Sankovic-Johnson) 15314 Macauley Avenue (Corner of E. 152 & Lake Shore Blvd.) Joseph J. Order him anything whatever and he would hasten to carry out the order. I think that he had no feeling towards those people. He neither disdained them nor did they represent a human being for him. They were cattle to him. He had no regret, not even a single word. Even if his claim that he did not know, were true, he knows now what happened by his order, but he has no regrets. He would return them once again, at once, me too.” (1) Count Tolstoy was referring to the forced return of the Slovenian homeguardsmen and some women and children from Vetrinje in Austria to Yugoslavia. Kochevski Rog, Tenarje, and numerous other sites were the scenes of subsequent massacres. The guardsmen had voluntarily surrendered to British Forces and given up their arms. The British Army, on their military word of honor and using force in some cases, knowingly tricked them into the hands of Tito’s bloodthirsty marauders. During the last week of May and the first week of June, 1945 the forced re-patriation took place treacherously. It is estimated that some 12,000 Slovenian men were executed gangster style without a trial and after the war and revolution had ended. A large number of Croatians, Serbs and Cossacks among others were also turned over to their Communist enemies to be forthwith liquidated. These events were chronicled in two important contributions by Tolstoy. “The Klagenfurt Conspiracy” appearing in Encounter, May, 1983 disclosed the Slovenian tragedy. In his book, The Minister and the Massacres, published by Century Hutchinson Lts. in 1986, treated extensively the entire post war tragedy involving Cossacks, Croatians, Serbs, Slovenians, and other nationality groups. On the basis of such charges Lord Aldington brought suit and won the case. Because of the huge expenses involved for an appeal, the case appears to be closed. Nevertheless the fact remains that hundreds of thousands of victims of war and revolution were butchered by the victorious hordes through betrayal of the British military. —Joseph Zelle 1. - Božja Beseda, Vol. 41, November, 1990, p. 274. The article was written by Peter Millonig, who is the official representative of the Republic of Slovenia’s government liaison office in Washington, D.C. Mr. Millonig has furnished the American Home with a number of current reports dealing with Slovenia over the last several months and we thank him for his cooperation. Dr. Rudolph M. Susel When Lojze Peterle, president of the Executive Council of Slovenia, meets with EC officials and the prime ministers of the Netherlands, Luxembourg and Belgium this week he will carry a startling message: Yugoslavia as a federal state is dead; international support now has to be given to its individual republics to create a union of sovereign nations. Mr. Peterle, a Christian Democrat, will talk not only from political experience but from the perspective of history. The political, economic, and ethnic differences of a country with three religions, six languages, two alphabets and more than a dozen nationalities are too overwhelming to guarantee the existence of a social contract that no party would dare to breach. Opportunity for Advancement Yugoslavia was founded in 1918 as a voluntary union of nations that, despite their historical differences, saw in the new country a greater opportunity for advancement than was possible when they played a subservient role in the Ottoman Empire. But the decision to unite was one thing, sorting out the internal relationships was quite another. The Slovenian and Croatian delegates, who overwhelmingly favored the creation of a unitary federation, boycotted the constituent assembly. The establishment of a republican monarch was approved with the votes of only 52% of the legislative members. With some 70% of Yugoslavia’s Eastern Orthodox Church members choosing to side with the Serbian monarch, and about 70% of Roman Catholics opposing, the internal split gained religious momentum. When the Communists came to power in 1945, the situation worsened. Lenin’s political internationalism, despite Yugoslavia’s independence from Moscow, could not reconcile a populace that harbored strong internal prejudice, hatred and fears. The domino effect of the fall of communism in Eastern Europe reached northern Yugoslavia last spring, when the first multiparty elections since World War II were held. In Slovenia, a coalition of democratic opposition parties forced the Communists to step down; and in Croatia, it was the center-right opposition party under the leadership of Franjo Tudjman, a former army general and historian. But the Communists prevailed in last December’s elections in Serbia, Yugoslavia’s largest republic, making the case for preserving Yugoslavia as a unified state even more untenable. Slobodan Milosevic, the leader of the renamed Serbian Communist Party and a pivotal figure of the Yugoslav left, won by an overwhelming majority. While Mr. Milosevic increases his influence by camouflaging his socialist mission with nationalistic slogans, it would be a mistake to pass him off as a benign nationalist. The fact remains that the Communist Party is in control and will, with the help of the military, keep democratic values from taking shape. Although some foreign observers were quick to say the democratic governments in Slovenia and Croatia had nationalistic agendas as well, the truth is more complex. The fight for independence was directed against Communist rule, which was ruining Yugoslavia politically and economically. Moreover, the two most affluent republics were in no mood to continue providing the impoverished south with an undeserved standard of living: With only 8% of Yugoslavia’s population, Slovenia produces 20% of its GNP and about 30% of its exports. Slovenia’s strongest grievance, however, is that it has little say in how the country is run, even though it is continuously given the tab. The complaint of a free-lunch mentality in the other republics is justified by the recent antics of the Serbian government. When that government realized there was a shortage of liquid assets (because the Communists had demanded the pay-out of loans to Serbian enterprises before the Dec. 9 election in order to aid their victory), it passed two secret laws requiring the Serbian National Bank to issue $1.2 billion worth of new money, without the consent of the federal government. The Yugoslav currency was immediately devalued by 22%, solving Serbia’s short-term cash crunch, but burdening the rest of the country. Given Prime Minister Ante Markovic’s lame-duck status, the federal government isn’t likely to improve Yugoslavia’s current situation. Mr. Markovic’s much acclaimed economic reform program has failed, and the republics have stopped making contributions to the federal budget beyond what is necessary to guarantee a minimal functioning of the federal government. With their newly elected governments in place and given the outcome of the elections in Serbia — Slovenia and Croatia did not waste any time in pursuing independence from Yugoslavia. Meanwhile, the Croatian parliament decided to enact a new constitution, leaving the federal state behind. When the leaders of Yugoslavia’s six republics began negotiating for independence with the federal government in January, the initial atmosphere was encouraging. Even Serbia signaled sympathy for a formal dissolution of the country, provided the existing boundaries would be redrawn to allow all Serbs living in other republics to be united in one homeland, a proposition which has no chance of being accepted. So it was a surprise when the federal presidency issued an ultimatum requiring all security forces that were not part of the Yugoslav army, or covered by the constitution, to disband immediately. The fledgling democracies had every reason to fear a military crackdown, especially after the army took several provocative actions reminiscent of moved by the Soviet military in the Baltics. The atmosphere was so tense that foreign governments intervened to convince Belgrade of the unacceptability of a military solution. On Jan. 26 a last-minute compromise was reached in a historic meeting between Messrs. Tudjman and Milosevic. For the moment, at least, it seems as if reason has prevailed. But the process of disentangling the Yugoslav web remains agonizing. Only last week, Milan Kučan, Slovenia’s president, walked out of a crucial meeting in Belgrade. Yugoslavia’s President Jovic threatened that another meeting, scheduled for today, would have to produce tangible results or else the federal presidency would collectively resign. Such a scenario would invite the military to fill the power vacuum, and with the expected backing of the federal parliament, a junta could be established on perfectly legal grounds. Yugoslavia, in a last ditch effort of its still powerful Communist nomenklatura, could opt for a military dictatorship. Slovenia’s Mr. Peterle announced that if this is the case, his republic would formally proclaim Slovenia’s secession from Yugoslavia. He hopes that international recognition would soon follow, and that the new country could be spared a military occupation. But what would happen to the other republics, which are ethnically mixed and do not have the geographic advantages of being next to Austria and Italy? An attack on any republic in Yugoslavia could tilt Europe’s balance of power and send out waves of refu- gees. Press for Democracy Western European governments have every reason to press for democracy in Yugoslavia. But the U.S. administration has still not sorted out its political strategy toward Yugoslavia. While declaring that human rights, democracy and self-determination are to be respected, it leaves little doubt that it wants Yugoslavia’s territorial integrity preserved. What concerns the West even more than matters of political principle is the economic outlook if a number of independent states were to take the place of a united Yugoslavia. But those concerns are unfounded. A common market has less to do with geography than with the existence of strong bilateral and multilateral agreements. If Yugoslavia can only be held together by force, foreign investment would most likely not even take place. All that would be left is a “workers’ paradise” with the people fleeing back into internal exile. Ohio Remembers Michael Kolar On behalf of the members of the House of Representatives of the 119th General Assembly of Ohio, I offer heartfelt condolences to the family and friends of Michael Kolar at the death of this outstanding human being. His personal sacrifices of time and energy to family, friends, and community will certainly live on in the memories of all those who knew and loved him. His eagerness for life and quiet self-confidence radiated joy and happiness to everyone who was associated with him. The warmth and understanding which he always extended to others will stand as a tribute to a truly fine person. In his numerous roles as husband, father, and community leader, he led an exemplary life manifesting those virtues which we all seek to emulate. Thus, 1 offer this token of profound sympathy to his family and friends. V Bruslju upajo, da so sporočilu prisluhnili in ga razumeli, ugotavlja dopisnica Tribune v belgijski prestolnici.« Poročila v slovenskih listih govorijo o čedalje slabših gospodarskih razmerah. Po nekaterih grozi SFRJ ekonomski razpad. RAZMERE V JUGOSLAVIJI SO VSE SLABŠE. KAKO NAJ RAVNA SLOVENIJA? 55.5 % 'is por..-. 'i ie prež ; - iv* z ri :r. Parlament fantom, jalovi parlament? Parlamentarne večine v tako nejasni situaciji pravzaprav ni. Tisto, kar Demos po mnogih urah in dnevih prerekanja in taktiziranje vendarle uspe izglasovati, je prej podobno Pirovim zmagam. So polovične, so nečiste. Na klavirju je igrala »Waltz of the Flowers«. Jerry in Marija Zupan sta nam nato predstavila ameriški in slovenski humor. Drugi kmet: »Arka mast« in ženske, ena »Pri tleh grmovje«, druga: »Raca bezek!« Smejoč smo zaključili uro. Dr. Zdravko Kalan DNU pri Sv. Odbor LILIJA poda burko MOČ UNIFORME Nedelja, 17. marca ob 3.30 pop. — Slovenija vre in postaja zrela. Bilo je poletje in sobota. Tisto noč sem prespal v kozolcu blizu Mengša. Žito je bilo ravno požeto in kozolci so ga bili polni. Pri tleh sem si postlal z dvema snopoma in zlezel pod ostale. Tako me ni mogel videti nihče in jaz sem bil precej na toplem. Kako lepi kraji so to. Precej daleč od zasilnega prenočišča sem nalomil smrekovih vej in si z njimi pripravil ležišče. Spal sem kar dobro, čeprav me je zeblo. Kmetica mi je dala kruh in razlagala, koliko ljudi so že pobile patrulje tam naokoli. Kar naenkrat prileti njihov deset let stari sin in pove, da se bliža partizanska patrulja in še pse imajo. V ta namen so Slovenci v Kanadi ustanovili dve pomembni vseslovenski organizaciji — Kanadsko slovenski kongres in Kanadsko slovensko gospodarsko zbornico. Ta časopis naj bi deloval v korist vseh strank in bo obenem zastopal interese Slovencev v domovini, v zamejstvu in v tujini. Vladislav Kralj in njegova žena Izabela z uspehom vodita že dolgo vrsto let slovensko tedensko radijsko oddajo, Alojz Galič pa že 35 let redno dopisuje v časopis Ameriško Domovino. Peli so lepo, ubrano in so takoj osvojili naša srca. Tineta Batiča, župnika pri župniji Marije Pomagaj v Torontu, in dr. Franceta Habjana, predsednika Kanadsko slovenskega kongresa, ustanovljen poseben odbor, ki bo vodil to akcijo, ki bo potekala vse do konca letošnjega leta. Poznal sem več ljudi, ki so še vedno tam delali in so mi povedali, kateri vlak bo šel v Trst in približno kdaj.
