Br. U/S Zone, under the supervision of the Department of Finance of the Allied Military Government, and in addition to the normal activities provided for by existing legislation on copyrights and by its Statutes and Regulations, the same tasks as had been entrusted to „Società degli Autori ed Editori (S.A.E.)“ by Order Ho. 140 and 144 dated respectively 12 June 1946 and 10 June 1946, as subsequently amended and completed. To all legal purposes and in all its assets and liabilities, style, action and obligations, „Società Autori ed Editori (S.A.E.)“ shall consequently be fully replaced by „Società Italiana degli Autori ed Editori“. ARTICLE III Artide 11 and 12 of Order No. 140 dated 12 June 1946 and Administrative Order No. 31 dated 2 March 1946, as well as any other Order or provision conflicting with the provisions heréof shall cease to have effect on the coming into force of this Order. Army Director General, Civil Affairs Order No, 157 REPEAL OF LICENCE DUTY ON GOODS IMPORTED FROM ABROAD AND INTRODUCTION OF A DUTY FOR ADMINISTRATIVE SERVICES WHEREAS it is deemed advisable to repeal the licence duty on goods imported from abroad and to introduce a duty for administrative services in that part of the Free Territory of Trieste administered by the British-United States Forces, NOW, THEREFORE, I, CLYDE D. EDDLEMAN, Brigadier General, U.S. Army, Director General, Civil Affairs, ORDER: ARTICLE 1 The licence duty on goods imported from abroad, as established by Art. 1 of R.D.L. 13 May 1935, n. 894, converted into Law 17 February 1936, n. 334, as amended, is hereby repealed. ARTICLE II A State duty for administrative services, to be applied at the rate of 0,50 per cent on the value of goods imported from abroad, is hereby introduced. For the purpose of application of the said duty, the taxable value of the goods involved shall be determined in conformity with the regulations governing the application of ,,ad valorem“ customs duties. ARTICLE III The provisions of Art. 1, and II hereof shall become operative as from the effective date of the new Customs Tariff. EDDLEMAN Brigadier General U.S. Army Ref. : LD\A\50\151 Director General, Civil Affairs AMENDMENTS TO R.D.L. 13 JANUARY 1936, No. 70, CONCERNING ÏHE ESTABLISHMENT OF MONOPOLY FOR THE SALE OF CIGARETTE PAPER AND TUBES WHEREAS it is deemed advisable to amend R.D.L. 13 January 1936, No. 70, converted into law 4 June 1936 No. 1342, concerning the establishment of monopoly for the sale of cigarette paper and tubes, in that part of the Free Territory of Trieste administered by the British-United States Forces, NOW, THEREFORE, I, CLYDE D. EDDLEMAN, Brigadier General U.S. Army, Director General, Civil Affairs, ORDER: ARTICLE I Paragraph 2) of Art. 8 of R.D.L. 13 January 1936, No. 70, converted into law 4 June 1936, No. 1342, concerning the establishment of monopoly for the sale of cigarette paper and tubes, is hereby repealed and substituted by the following : „2) — to prescribe to tissue-paper factories that that part of their production not employed in the manufacture of cigarette paper and tubes shall have a weight of not less than 30 grams per square meter and a cellulose content of at least 60% ; and that the relative tissue paper paste shall be manufactured with the addition of substances in order to avoid its being used for the manufacture of cigarettes. Army Ref. : LD\A\50\110 Director General, Civil Affairs Order No. 163 CONTROL ON PRICES OF GOODS AND SERVICES WHEREAS it is deemed advisable under present conditions to continue to coordinate and control where necessary the prices of goods and services in that part of the Free Territory of Trieste administered by the British-United States Forces, NOW, THEREFORE, 1, CLYDE D. EDDLEMAN, Brigadier. General U.&. Army Director General, Civil Affairs, ORDER: ARTICLE I CANCELLATION OF LEGISLATION General Order No. 26 dated 28 November 1945, General Order No. 104 (26 a) dated 20 June 1947, Order No. 71 dated 12 February 1946, and Order No. 156 of 16 February 1948, are hereby repealed. ARTICLE II FIXING OF MAXIMUM PRICES Section 1 — Allied Military Government, after hearing the Price Commission referred to in the following Article, may fix the maximum prices of any goods, even upon importation or exportation, as well as the prices of services („servizi e prestazioni“). Section 2 — The maximum prices established by Allied Military Government shall be published by Notice in the Official Gazette. ARTICLE III PRICE COMMISSION Section 1 — A Price Commission is hereby constituted at the Zone President’s Office for the purpose of making recommendations to Allied Military Government as to maximum prices and the fixing of prices. Section 2 — The Commission referred to in the preceding Section shall be appointed by the Zone President, who shall preside over it, upon designation by the bodies concerned and shall be composed as follows : one representative of „Intendenza di Finanza“ one representative of the Labor Office one representative of the Office of „Genio Civile“ one representative of the Inspectorate of Agriculture one representative of the Chamber of Commerce, Industry and Agriculture. Section 3 — The members of the Commission shall receive a presence-counter at a rate to be fixed by the Department of Finance. Section 4 — The Commission shall appoint a Secretary who shall also receive a presence-counter at a rate to be fixed by the Department of Finance, Allied Military Government. ARTICLE IV PENALTIES Section 1 — Any person selling or placing on sale goods, or offering and performing services („servizi o prestazioni“) at prices higher than those established in accordance with this Order, may be punished with imprisonment („reclusione“) up to three years and a fine („multa“) up to 10.000.000 Lire. If the offence is of a particularly serious nature the punishment may be increased for imprisonment („reclusione“) up to six years and a fine („multa“) up to 20.000.000 Lire. Where the offence is a minor one, the punishment may be limited to a fine („multa“) up to 15,000 Lire. . Section 2 — Allied Military Government, after hearing the price Commission, may in addition suspend any person convicted in terms of this Order for a period not exceeding one year from holding any permanent or temporary license under which the offence was committed.
