uvodnik predsednika državnega zbora republike slovenije fC cc p GEODETSKI VESTNIK | 63/1 | editorial by the president of the national assembly of the republic of slovenia Dejan Židan predsednik Državnega zbora | President of the National Assembly Spoštovane bralke in bralci Geodetskega vestnika, 14. marca 2019 je v Novem mestu, v okviru 47. Geodetskega dneva, potekala počastitev 8. evropskega dneva geodetov in geoinformatikov. V veselje in čast mi je, da sem bil ob tej priložnosti povabljen k slavnostnemu nagovoru na slavnostni akademiji. Prav tako si štejem v čast, da lahko te misli delim še z vami, bralkami in bralci Geodetskega vestnika, strokovne revije Zveze geodetov Slovenije. Rdeča nit letošnjega 47. Geodetskega dneva je bila Geodezija — stroka priložnosti!?. Verjamem, da je bil naslov izbran premišljeno, predvsem pa z velikim optimizmom in pričakovanji. Osebno ga dojemam zelo optimistično. Zakaj? Geodete in geodetske storitve širša javnost najbolj pozna v povezavi z inženirsko geodezijo ter zemljiškim katastrom. Že ta, lahko bi rekel, tradicionalna geodetska področja ponujajo danes veliko izzivov. Številne investicije ter predvsem vse kompleksnejše gradnje zahtevajo geodetskega inženirja na prav vsakem koraku — od urejanja parcelnih meja, priprave prostorskih podatkov za projektno dokumentacijo do evidentiranja nepremičnin ter spremljanja deformacij ali pomikov grajenih objektov. A geodetska stroka ni povezana le z gradbeništvom in urbanizmom. S kakovostnimi in zanesljivimi podatki geodeti namreč omogočate registracijo pravic na vseh nepremičninah, pa najsi gre za stanovanja, stavbe ali zemljišča. Kakovostni nepremičninski podatki in pravna varnost pa so temelj za delovanje vsake družbe. Slednjega se najverjetneje še premalo zavedamo. Naj omenim le nekaj primerov: — Kakovosten sistem za registracijo nepremičnin je ključen za zagotavljanje bivanjske in prehranske varnosti. Pravico do bivalnega prostora in pravico do zdrave prehrane Združeni narodi uvrščajo med temeljne človekove pravice! — Poleg tega je kakovosten sistem za registracijo nepremičnin ključen za delovanje nepremičninskega trga, s tem pa tudi pogoj za mnoge investicije — tako domače kot tuje! — Ne nazadnje — kakovosten sistem za registracijo nepremičnin je s svojimi podatki, informacijami in procesi temelj za obvladovanje prostora. Prostor oziroma teritorij pa je pomemben konstitutivni element vsake države! I 7 | | 63/1 | GEODETSKI VESTNIK Sam, strokovno gledano, prihajam s področja kmetijstva. V povezavi z zemljiškim katastrom in celotnim ¡o sistemom za registracijo nepremičnin moram zatorej izpostaviti, da pri vsem tem ne gre le za podatke, ne S gre le za evidence. Geodeti so usposobljeni in od njih se pričakuje veliko več kot »le« izmera, obdelava Ü in posredovanje podatkov. Pri svojih storitvah sprejemajo odločitve ali pa uresničujejo razvojne projekte > — pa naj bo to odločitev pri enostavni parcelaciji ali pa so to odločitve pri kompleksnejših katastrskih preureditvah, kot so na primer komasacije. Izzivov na področju upravljanja zemljišč je ogromno in tega se zavedajo tudi in predvsem geodeti sami. Dokaz slednjega je ne nazadnje tudi dejstvo, da je bila prav navedena tema že pred petimi leti rdeča nit takratnega Geodetskega dneva. Geodezija je gotovo stroka priložnosti. Področja njenega delovanja so številna, predvsem vse aktualnejša. Izjemne priložnosti pa prinašajo tudi vse večje potrebe po kakovostnih prostorskih informacijah in storitvah ter izredno hiter razvoj tehnologij za zajem in obdelavo prostorskih podatkov. Zato me izjemno veseli, da tudi naša domača, slovenska stroka uspešno razvija inovativne rešitve na hitro rastočem geoinforma-cijskem trgu, ki niso neopazne, ampak odmevajo tako doma kot v tujini! Mnogo tovrstnih projektov se izvaja na Geodetski upravi Republike Slovenije ali v okviru večjih raziskovalnih institucij. Takšni sistemsko-razvojni projekti pa še posebej močno vplivajo ne le na stroko, ampak tudi na vse uporabnike in širšo družbo. Naj zatorej stroka tudi v prihodnje razmišlja strateško, o ustreznih znanjih in kadrih, o sistemskih institucionalnih rešitvah! Le tako bodo tudi tehnične rešitve prispevale k dobrobiti družbe. Spoštovane bralke in bralci, veseli me, da sem lahko tudi z vami delil svoje misli, zato naj z vami podelim še iskrene čestitke univ. dipl. ing. geod. gospodu Marjanu Jenku, jubilantu, ki je na slavnostni akademiji prejel priznanje Zveze geodetov Slovenije za življenjsko delo. I accepted the invitation to give a speech — at the formal ceremony with great pleasure and honour, I am also honoured to be able to share the g views expressed on such occasion with you, readers of Geodetski vestnik, the professional journal of the =5 Association of Surveyors of Slovenia. The central theme of this year's Land Surveying Day was Surveying — the Profession of Opportunities!?. I believe that it had been chosen carefully and with great optimism and expectations. I am certainly very enthusiastic about it. Let me explain why. Surveyors and their services are mostly known in connection with engineering surveying and land cadastre. By themselves, these two — one could say 'traditional' — surveying fields offer numerous challenges. Diverse investments and increasingly complex construction projects call for the presence of a surveying engineer throughout the entire process — from establishing boundary lines and preparation of spatial data for project documentation to property registration and monitoring of structures' deformations or movements. Yet, land surveying is not connected only with construction and urban planning. As providers of high -quality and reliable data, surveyors enable the registration of rights on all real estate, be it in the form of apartments, buildings or land. High-quality real-estate data and legal certainty are the foundations of the functioning of every society. I am afraid we occasionally lose sight of this. Allow me to give just a few examples: — A high-quality system for the registration of real estate is key to ensuring existential and food security. The United Nations acknowledged the right to housing and the right to healthy food as fundamental human rights! — Furthermore, a high-quality system for the registration of real estate is key for the functioning of the real-estate market, being also the condition for numerous investments — both domestic and foreign! — Finally, the data, information and processes of a high-quality system for the registration of real estate are the foundations for the effective management of land, which is an essential constituent element of every country! My professional background is in agriculture. In connection with land cadastre and the entire system of real-estate registration, I would like to point out that it is not only about data or registers. Land surveyors are trained professionals, and expectations with regard to their work by far exceed mere measurements, analyses, and provision of data. Their services extend to decision-making and project implementation — from land subdivision to more complex cadastral arrangements such as land consolidations. Challenges in the field of land management are numerous, and land surveyors are especially aware of that. This is supported by the fact that the issue was at the centre of the Land Surveying Day already five years ago. Land surveying is indeed a profession of opportunities! The areas of its activity are numerous and are growing in importance. Exceptional opportunities are also offered by the increasing needs for high-quality spatial information and services and by exceptionally fast development of technologies for capturing and processing spatial data. I am therefore particularly pleased that Slovenian surveyors have successfully I 9 | | 63/1 | GEODETSKI VESTNIK ^ developed innovative solutions on the fast-growing geoinformation market, which do not go unseen § but make an impact in Slovenia as well as abroad! Numerous innovative projects are undertaken in the 1 Surveying and Mapping Authority of the Republic of Slovenia and in major research institutions. Such = systemic and development projects strongly affect not only the profession but also all users and the society as a whole. Therefore, strategic thinking should be further pursued, concentrating on adequate skills and human resources as well as systemic institutional solutions. This is the only way for technical solutions to contribute to society's well-being. Dear Readers, It has been a pleasure to share some of my ideas with you and I would like to use this opportunity also to express sincere congratulations to Mr Marjan Jenko, land surveying engineer, on his jubilee and for the Life's Work Award, which he was presented with during the formal ceremony. I wish you all the best and urge you to retain your passion and love for this interesting yet often overlooked profession.
