Regional institutes of public health (ZZV) are public institutions which gain a large share of income (75%) through their services in the market, and are therefore run as companies. Publicly funded public health services are provided in cooperation with the national Instituteof Public Health (IVZ) within the framework of the national programme. The national institute and nine regional institutes employ approximately 1,000 people altogether. The proposed changes to the present legislation, which encompass the law on health care services, include transforming regional institutes into agencies. Individual agencies would employ seven to fifteen people (public health teams). ZZVs would be split into two parts; the aforementioned public health team, financed through the national budget, and an independent company or a public limited company. Ownership would be transfered from the state to regions or municipalities. Thenew ZZVs would be organised as public limited companies, pure economic societies, or, will be defined by the new or revised legislation"},{"@xml:lang":"sl","#text":"Po mnenju vlade je preoblikovanje potrebno za učinkovitejšo izrabo sredstev indoseganje boljših rezultatov, zaradi dvojne vloge države v javnih podjetjih ter zato, ker je trenutna oblika organiziranosti v nasprotju z zakonodajo EU. Zavodi za zdravstveno varstvo (ZZV) smo javni zavodi, ki velik delež prihodka(3/4) pridobivamo na trgu in delujemo kot podjetja. Dejavnosti javnegazdravja izvajamo v sodelovanju z Inštitutom za varovanje zdravja (IVZ) v okviru nacionalnega programa. Pričakovane spremembe na Inštitutu in devetih zavodih, ki zaposlujejo približno 1000 ljudi, naj bi prinesel prenovljeni Zakon o zdravstveni dejavnosti, vloge regionalnih zavodov naj bi se prenesle na nove agencije. Agencije bi po posameznih zavodih zaposlovale sedem do 15 ljudi oz. javnozdravstveni tim. Po tej viziji se bi ZZV razdelili v dva dela. Ostali del, tržna dejavnost, bi se bil prisiljen oblikovati po svoje kot podjetje ali gospodarska družba. Po drugi viziji bi ZZV za program javne službe od države pridobili koncesijo. Lastništvo bi prenesli z države na regijo oz. občine. Organizacijsko bi se kot celote organizirali v gospodarske družbe, podjetja oz. najverjetneje v kombinacijo javno-zasebnega partnerstva.
