Uživanje sintetske droge je prepoznana npr. že pri enajstih letih starosti. V boju zoper organizirano kriminaliteto bodo potrebni resnejši napori, tako pri intenzivnosti nadzora nad otroki, kot tudi pri dekriminalizaciji njihovih ravnanj. Enako pomembni so policijski ukrepi, zlasti pri odpravljanju vzrokov problemov, slediti mora pravi razvoj socialnih politik, ki naj ga kazensko pravo podpira.
