A comprehensive performance evaluation methodology is proposed, integrating the analytic network process (ANP) with an improved fuzzy comprehensive evaluation (IFCE). A multidimensional comprehensive performance evaluation framework, emphasizing the practicality and cost-effectiveness is developed consisting of target, criterion, and indicator layers.
