In two concrete cases - taxation on books and public lending rights - he shows that the absence of a common European cultural policy has resulted in practice in the inadequate implementation of these fundamental principles. Recent moves in relation to the formulation of a European constitution point to an awareness of the need for a more active European cultural policy that actually provides a framework within which member states would be independent in the formulation of their own cultural policy models"},{"@xml:lang":"sl","#text":"Članek se ukvarja z analizo vpliva odsotnosti skupne evropske kulturne politike na dve temeljni kulturni načeli EU, na kulturno različnost in na večjezičnost. Skozi dva konkretna primera - davčno politiko na področju knjige in knjižnično nadomestilo - članek opozori, da je vsaj v teh dveh konkretnih primerih odsotnost skupne kulturne politike pripeljala do neprimerne implementacije teh dveh temeljnih načel.
