Večina - sicer nestandardiziranih - definicij narodne manjšine namreč upošteva neko obliko avtohtonosti, tradicionalne oz. dlje časa trajajoče povezanosti z ozemljem klasičnih oziroma zgodovinskih narodnih manjšin, ki se niso selile, ampak jih je zgodovina z državno mejo ločila od matičnega naroda. Že ob začetku nastajanja evropskih manjšinskih dokumentov so jasno razmejili klasične narodne manjšine od migrantov, azilantov, beguncev, Romov - popotnikov in drugih novih manjšin .
