The link between the FM plan of a FM unit and silvicultural plans is technically correct, but the coherency of the contents is weak. On the other hand, the quality analysis proved the contents of the plans not being optimal; weak fields are: sites, forest functions, sustainability analysis, goals, instructions, and actions. The study also critically analyses the significance of the heritage of ideas, social systems, political landscape, and unsolved problems; these themes have always heavily marked the development of the planning system. The discussion shows that the majority of the European countries have much simpler and less regulated forestry planning systems than Slovenia. At the same time, the study recommends where to look for simplifications of the planning systemŠtudija je bila omejena na sistemsko analizo obstoječega gozdarskega načrtovalskega sistema, ki je pokazala, da ima sistem metodološke pomanjkljivosti, kot so neustreznost vsebin tipov načrtov, nepovezanost načrtov gozdnogospodarskih območij in enot ter nasprotne informacijske in komunikacijske tokove. Povezava med načrtom gozdnogospodarske enote in gojitvenimi načrti je tehnično korektna, vsebinska povezanost pa šibka. Na drugi strani je analiza kakovosti pokazala, da vsebine načrtov niso optimalne; šibka področja so rastišča, funkcije gozdov, analiza trajnosti, cilji, usmeritve in ukrepi. Študija kritično analizira še pomen dediščine idej, družbenih sistemov, politične pokrajine in nerešenih težav, tem, ki so vseskozi zelo zaznamovale razvoj sistema načrtovanja. V razpravi je prikazano, da ima večina evropskih držav bistveno enostavnejše in manj regulirane gozdarske načrtovalske sisteme, kot je slovenski.
