Cost engineering is an engineering discipline that combines knowledge primarily in the field of construction, as well as in areas of project management and contract law. The article presents the content of the complaint and the presentation of DARS and DKOM positions. In order to facilitate understanding, documents similar to those that were at the core of the dispute between DARS and non-selected tenderers are presentedV članku je predstavljen komentar odločitve DKOM, s katerim je razveljavil odločitev DARS o oddaji javnega naročila za gradnjo vzhodne cevi avtocestnega predora Karavanke z vidika stroškovnega inženirja. Stroškovno inženirstvo je inženirska disciplina, ki združuje znanja prvenstveno s področja gradbeništva pa tudi s področij projektnega vodenja in pogodbenega prava. Predstavljena je vsebina pritožbe in stališč DARS in DKOM. Zaradi lažjega razumevanja so predstavljeni tudi dokumenti, ki so podobni dokumentom, ki so bili v jedru spora med DARS in neizbranimi ponudniki.
