Therefore in his Maribor period, when he lived at the foot of Kalvarija, he was committed to other activities than just those of a big landowner. He became the president of the Historical society of Maribor and the president of the Students' home. He also took on many other responsibilities for the good of the people and science, but he never became politically active. His work in Maribor was the realization of the ideas he had started to nourish before he returned to his homeland. He succeeded thanks to this strong will and his wealth. The majority of the ones he helped the scholarship-holders of 'Dr. Pavel Turner foundation' among others were also successful. Turner was one of those rare Slovenes who managed to become cosmopolitan while keeping their sense of national identityVzgajati Slovence po vzoru zahodne Evrope, jih prepričati, da se morajo spogledovati s svetom, toda ohranjati in ustvarjati svojo kulturo, je bil Turnerju najvišji cilj. Tako se tudi v svoji mariborski dobi, ko je živel pod Kalvarijo, ni predal le delu, ki ga opravlja veleposestnik. Prevzel je predsedniško funkcijo Zgodovinskega društva v Mariboru, Dijaškega doma in opravljal še mnoge druge funkcije v korist ljudstva in znanosti, politično aktiven pa ni postal nikoli. Pravzaprav je njegovo delovanje v Mariboru od leta 1903 naprej temeljilo na uresničevanju idej, ko so se v njem porodile že pred vrnitvijo v domovino. Uspevalo mu je zaradi močne volje in seveda bogastva. Uspelo pa je tudi večini tistih, ki jim je velikodušno pomagal - med drugim štipendistom Dr. Pavel Turnerjeve ustanove.
