The main features of these new management methods and management of resources are the use of market elements like competitive tendering and contracting-out to private companies, budgetaryfinancing taking account of results, management of organisations on contract basis and focusing on results. The decentralisation will prompt economical efficiency if the powers, and at the same time the responsibilitiesof the managerial staff are increased. It would be normal thatthe direct role of the state should be considerably diminished and the initiative should be left to managements of organizational units. Structural changes represent mostly reorganisation of state organisations into public andstate enterprises and establishment of smaller administration units in charge of administrative tasks. Decentralisation requires a new management policy which includes the establishing of the results, elements of the market system and an user-oriented approach</dc:description><dc:description xml:lang="sl">Avtorica se v članku ukvarja z vprašanji ekonomskih možnosti razvoja, sistemskih sprememb, organizacije, pravil delovanja in ugotavljanja rezultatov delovanja v javnem sektorju. V okolju, kjer prodirajo v vse pore družbenega življenja načela tržnega obnašanja in konkurenčnosti, ne more delovati javni sektor po ustaljenih principih.
