In this the author finds that the Austrian government was more in favour of local self-governance than both Jugoslav regimes, where form, if there was any to begin with, prevailed over content. Of course, mayoral elections were always greatly influenced by economic and internal political situation on the local level"},{"@xml:lang":"sl","#text":"Namen članka je predstaviti položaj in vlogo župana skozi obdobje slovenske zgodovine vse od leta 777, ko je bil imenovan najstarejši funkcionar naše lokalne samouprave, pa do sodobnega časa oz. do leta 1993, ko je samostojna slovenska država z zakonom o lokalni samoupravi ponovno vzpostavila funkcijo župana. Pri tem avtor ugotavlja, da je bila avstrijska vlada bolj naklonjena lokalni samoupravi kot oba jugoslovanska režima, kjer je forma, če je bila, prevladovala nad vsebino.
