Ob napovedovanih ustavnih spremembah zato v tej razpravi razčlenim povezavo med zasebnim dostopom do ustavnega sodišča in pojmom pravne države. V ta namen izrišem tudi velik del pomenskega ogrodja pravne države. Na koncu različne oblike ustavnonadzorskih ureditev razvrstim glede na to, ali pravno državo krepijo ali pa jo omejujejo.
