They are excluded distribution systems, whose function is to distribute natural gas on a geographically closed industrial or business area, or in an area of common services. The authors conduct a first in-depth analysis of the regulation of such systems. They re-search the regulation at both the European Union level, including the practice of the Court of European Union, and domestic regulatory and nomotehnical solutions. They perform a short comparative overview of different national approaches to closed systems, both within and outside of the European Union. They emphasise their expectations regarding the potential future regulation of the narrow field, also in light of the proposal of Gas Supply ActZaprti sistemi za distribucijo zemeljskega plina so specifični. To so izločeni distribucijski sistemi, namenjeni distribuciji zemeljskega plina na geografsko zaokroženem industrijskem ali poslovnem območju ali območju za skupne storitve. Avtorja opravita prvo podrobnejšo analizo normativne ureditve tovrstnih sistemov. Pri tem obravnavata ureditev na ravni Evropske unije, vključno s prakso Sodišča EU, in tudi domače regulativne ter nomotehnične rešitve. Opravita kratek primerjalni pregled nacionalnih ureditev zaprtih sistemov znotraj in tudi zunaj Evropske unije.
