It is anintelectually chellenging idea to mix old state principles and functional equivalents of market principles. Beside other issues, informatization of public administration is certainly a process with a decidingimpact upon its efficiency and quality of performace. But it is important not to loose sight of the reason for the present reform efforts, namely of the crisis of public finances. What is needed is management by results, standardization of services, better control and a change of public financing. An effective unit of the public sector is politically autonomous, proffesionalized and oriented to its clients. The key to the reforms is not only creating new autonomous units, but also stimulation autonomy, respondinsibility, control and accountability everywhere in the public sector"},{"@xml:lang":"sl","#text":"Administrativna reforma odraža stalno potrebo po spremembah tako v Evropi kot v svetu. Ideja o združitvi starih upravnih načel in novih tržnih principov z namenom, da se ustvari kvalitetnejši in racionalnejši upravni sistem, pomeni prav gotovo intelektualni izziv. Med drugim bo proces informatizacije javne uprave pomembno vplival na učinkovitost in kvaliteto delovanja. Vendar je zelo pomembno, da ne pozabimo na razlog za reformna prizadevanja, t.j. krizo javnih financ, ki istočasno zahteva standardizacijo storitev, njihov nadzor in spremembo proračunskega financiranja, upoštevajoč rezultate. Učinkovita enota javnega sektorja je politično avtonomna, visoko strokovna, upoštevajoč potrebe in interese svojih uporabnikov.
