Pri tem je treba upoštevati, da so cilji knjižnice hkrati tudi cilji okolja, ki mu je namenjena. Temu lahko dodamo tudi časovno dimenzijo, da ima samo sistem, ki se stalno razvija in spreminja, bodočnost.
