Heated discussions may develop when modifying pension, health or unemployment insurance, family benefits or social assistance schemes. However, when doing so, States are not completely isolated. They are bound by international standards and EU law. The latter is enabling free movement, which is, conversely from other international organisations, very much promoted within the EU. Therefore, people may not lose their social security expectations or vested rights just because moving and all workers have to enjoy equal social advantages. Moreover, applying the rules on economic freedoms contributes to the diversity of legal grounds for cross-border healthcare. The EU also contributes to strengthening the equality between two equal halves of humanity, and supports the activities of the Member States on their quest to find the best solutions for people covered by their respective social security systems. Present discussion was triggered by the new book on Europäisches Sozialrecht</dc:description><dc:description xml:lang="sl">Države so zelo občutljive pri urejanju sistemov socialne varnosti. Običajno so razprave razgrete ko se vlade lotijo spreminjanja pokojninskih ali zdravstvenih sistemov, dajatev brezposelnim osebam, družinskih prejemkov ali socialnih pomoči. Vendar države pri tem niso osamljene, saj jih zavezujejo mednarodni standardi in pravo Evropske unije (EU). To lahko omogoča svobodo gibanja, ki jo EU, v nasprotju z drugimi mednarodnimi organizacijami, izrecno spodbuja. Tudi zato morajo biti delavci izenačeni pri pridobivanju socialnih ugodnosti v državi zaposlitve, uporaba pravil, ki sicer veljajo za ekonomske svoboščine, pa lahko prispeva k raznolikosti pravnih podlag pri čezmejnem zdravljenju. Poleg tega EU prispeva h krepitvi enakosti obeh enakovrednih polovic človeštva ter spodbuja in podpira države članice pri iskanju najboljših rešitev za osebe vključene v sistem socialne varnosti v posamezni državi.
