A key challenge in this rapidly evolving field is establishing a unified terminology. Emerging EU guidelines define it as a combination of digital educational resources and data. Due to the large number of criteria, their overlap, and terminological inconsistencies, their classification is complex. To address this, the authors consolidate, classify, and organise existing criteria from research sources, an expert EU group, and a successful Spanish project into three pillars, structured according to the Three Cs model, creating a clear and manageable system. As an illustrative example of this model’s application, the paper presents the functionalities of the Slovenian national platform eTorba, which primarily provides textbook materials. Furthermore, the paper analyses theapplicability of the analytical hierarchy process, which enables a structured assignment of weights to individual criteria. The final findings are beneficial for teachers in selecting high-quality digital educational content, as well as for researchers and policymakers in developing and defining quality assessment criteria</dc:description><dc:description xml:lang="sl">Prispevek obravnava kriterije za vrednotenje kakovosti digitalnih izobraževalnih vsebin. Poseben izziv na tem hitro razvijajočem se področju predstavlja vzpostavitev enotne terminologije. Smernice EU (v nastajanju) jih opredeljujejo kot kombinacijo digitalnih izobraževalnih virov in podatkov. Zaradi velikega števila kriterijev, njihovega prekrivanja in terminološke nedoslednosti je njihovo razvrščanje zahtevno. Avtorji zato združijo, klasificirajo in razporedijo obstoječe kriterije iz raziskovalnih virov, ekspertne EU skupine za digitalne izobraževalne vsebine in uspešnega španskega projekta v tri stebre, oblikovane po modelu treh C-jev, ter vzpostavijo pregleden in obvladljiv sistem. Kot ilustrativen primer uporabe tega modela prispevek predstavi funkcionalnosti slovenske nacionalne platforme eTorba, kjer so na voljo predvsem učbeniška gradiva. Prispevek dodatno analizira uporabnost metode analize hierarhije, ki omogoča strukturirano dodelitev uteži posameznim kriterijem.
