The normative-legal framewoek (based on international recommendations and conventions) and the two main institutions (the Azylum Centre and the Foreigner's Centre), as well as the temporary and segregated status of asylum seekers and immigrants , are presented. Community social services are only rarely called for to look for new institutional solutions for non-citizens. This allows social services to largely sustain their internal contradiction that their accessibility is conditioned by the legal status of an individual (citizenship, residence permit, refugee status).The area of migration and asylum needs to be thoroughly reconsidered by social workers who should decide whether they will continue in the role of agents of immigration control and contribute to the deepening of inequality, or promote the principles of the codes of ethics in social work and its global education standards. Despite the prevailing exclusion of immigrants and asylum-seekers, some governmental and non-governmental organisations and activist groups develop the transnational perspective and go beyond internal and external state (and welfare). In describing three models of inclusive (non-selective) social response to non-citizens, the author understands the role of social work in terms of active citizenship as collective (self-)advocacy or social action</dc:description><dc:description xml:lang="sl">Namen članka je opozoriti na družbeni fenomen ljudi brez papirjev in brez pravic, ki se neredko izmika razmisleku v socialnem delu zaradi prevlade drugih sektorjev, predvsem represivnega državnega aparata in socialnim skrbstvom. Normativni okvir, ki ga sestavljajo pravni standardi (ki temeljijo na mednarodnih priporočilih in konvencijah), in glavni instituciji obravnave (azilni dom in center za tujce) avtorica predstavi na kritičen način. Problematizira začasno in segregirano bivanje iskalcev zatočišča in priseljencev brez papirjev in s tem povezano vlogo socialnega dela. Pri obravnavi centra za tujce in azilnega doma ugotovi, da se socialne službe v skupnosti redko znajdejo v situaciji, ko bi jih k iskanju novih odgovorov in institucionaliziranih rešitev prisilile situacije nedržavljanov. Tako lahko javne službe večinoma ohranjajo svoja notranja nasprotja, povezana s tem, da je njihova dostopnost pogojena z določenim statusom (državljanstvom, stalnim bivanjem, begunskim statusom). Področje migracij in azila zahteva temeljit razmislek socialnodelovne stroke, ali bo njena vloga sodelovanje pri nadzoru nad priseljevanjem in s tem poglabljanje neenakosti ali pa bo načela, ki jih razglaša v svojih etičnih kodeksih in globalnih standardih izobraževanja, udejanila tudi v praksi. Kljub prevladujočemu sistemu izključevanja priseljencev in iskalcev zatočišča pa je mogoče najti vladne in nevladne organizacije in aktivistične skupnosti, ki razvijajo transnacionalni vidik in presegajo notranje in zunanje meje države (blaginje). Članek opiše tri modele vkljujočega (neselektivnega) državnega odziva na nedržavljane.
