It is an empirical outlined of the structure and characteristics of the so calledearly socialist public sphere in Slovenia, as observable through the concepts and methods of media framing research. Between 1955 and 1957, a reform of the school system was in progress in Slovenia and the daily press spent much space on this issue, as well as numerous political and social organizations, committees and associations. It can be shown that reports of the Slovenian daily press produced several typical frames, i.e. networks of interconnected notions, ideas, symbols and evaluations, through which the press presented information on public debates concerning reforms of the schools system to its audience. This paper presents three such typical frames,legitimization frame, participation frame and consonance frame. Legitimization frame links public discussion with the process of decision making and legitimacy of the decisions themselves. It is thus concerned primarily with the political system and institutions of political authority. Participation frame links public discussion on school reform with the idea of participation and thus covers the activities of various social and political organizations through which expert opinions are represented in the public. Consonance frame pinpoints primarily unanimity and constructiveness of public discussions and on the other hand hides the real differences of opinion which are likely to appear in its process</dc:description><dc:description xml:lang="sl">Predmet pričujočega besedila so medijski okviri o javnih razpravah o šolstvu, ki so jih oblikovali slovenski dnevni časopisi med letoma 1955 in 1957. Gre zaempirični prikaz ustroja in značilnosti tako imenovane socialistične javne sfere v Sloveniji, kakor jih je mogoče obnoviti s konceptualizacijo medijskega okvirjanja. V času med 1955 in 1957 je namreč potekala reforma šolskega sistema, ki so ji slovenski dnevni časopisi namenjali precej prostorain s katero so se ukvarjale številne organizacije, komisije oziroma združenja. Z analizo je mogoče pokazati, da so se v poročanju slovenskih dnevnih časopisov oblikovali nekateri tipični okviri, tj. mreže tesno povezanih pojmov, idej, simbolov in vrednotenj, s pomočjo katerih so časopisi svojim bralcem podajali informacije o javnih razpravah v zvezi z reformo šolskega sistema in tudi v zvezi z drugimi odprtimi vprašanji o šolstvu. Besedilo prikazuje tri takšne okvire, in sicer legitimizacijski okvir, participacijski okvir in konsonančni okvir. Legitimizacijski okvir povezuje javno razpravo o šolski reformi s procesom političnega odločanja in z legitimnostjo odločitev; nanaša se na sistem formalne politike in organe politične oblasti. Participacijski okvir povezuje javno razpravljanje z idejo sodelovanja in tako zajema delovanje družbenih organizacij in predstavnikov, ki zastopajo strokovna združenja ali druge oblike organiziranja skupnih interesov.
