Obravnavano obdobje je zaznamovala svetovna gospodarska kriza, ki je odsevala tako na vsakdanjem življenju Mariborčanov, v socialnem življenju, v kulturi in nasploh v vseh vidikih mestnega življenja. Mestna občina je na več načinov želela in skušala pomagati prebivalcem. Njeno vodstvo se je spopadalo z močnim naraščanjem brezposelnosti, doseljevanjem prebivalstva in posledično socialno stisko.
