The purpose of the present article is to find out an answer to the question about the above described inactiveness of Slovenian academic, university and special libraries which do not take advantage of offered opportunities, and to discover reasons for it. Conditions under which academic, university and special libraries operate are described, as well as their effectiveness in following professional development and in the implementation of the accomplishments of library and information profession in their work-field. The mechanisms introduced by the Slovenian state for the measurement of the development of libraries and for the implementation of the provisions to ameliorate the conditions are described. Proposals for more active mutual participation and cooperation of Slovenian academic and special libraries at home and in the frames of Europe are presented"},{"@xml:lang":"sl","#text":"Že z bežnim pregledom letnih poročil o delu slovenskih knjižnic ugotovimo, da visokošolske in univerzitetne knjižnice ter specialne knjižnice skorajda niso sodelovale v nobenem od evropskih projektov, ki jih razpisuje Evropska komisija v svojih okvirnih programih in sofinancira preko direktoratov, ki pokrivajo različna strokovna področja. Izjemo predstavlja le ena splošna knjižnica ter Narodna in univerzitetna knjižnica. Prispevek poskuša odgovoriti na vprašanje, zakaj so slovenske visokošolske in specialne knjižnice pasivne in ne izkoristijo ponujenih priložnosti ter poiskati vzroke za takšno stanje. Pri tem ugotavlja, v kakšnih pogojih delujejo visokošolske in specialne knjižnice in kako uspešne so pri sledenju trendov strokovnega razvoja in pri uveljavljanju dosežkov bibliotekarske in informacijske dejavnosti na svojem delovnem področju. Ugotavlja, kakšne mehanizme je vpeljala slovenska država na področju spremljanja razvoja knjižnic ter zagotavljanja ukrepov za izboljšanje stanja.
