Vsebuje pregled pravnih podlag, ki opredeljujejo vlogo socialnega partnerstva pri urejanju in določanju plač v javnem sektorju pri različnih elementih sistema plač v javnem sektorju, in sicer na vseh nivojih urejanja, ki hkrati tudi zrcalijo socialni dialog na različnih ravneh.
