The responses of European countries vary to a certain extent, but generally pursue the same objectives. From March to the end of July 2020, Eurofound`s EU PolicyWatch COVID-19 database recorded 543 actions taken by EU member states to mitigate the economic and social impact of the coronavirus epidemic. In addition to providing essential services, the measures taken are aimed at ensuring safe working conditions, preserving jobs, and providing income protection. In order to keep essential services functioning, European countries have taken various measures to temporarily increase the number of workers or to further burden existing workers. However, this does not solve the long-term lack of workers in some sectors. Particular attention must also be paid to the impact of measures on the physical and mental health of workers. One of the most important labour law responses for ensuring the health and safety of workers has been the introduction and expansion of the use of teleworking. However, the adopted policy measures leave a number of legal questions unanswered. In order to preserve jobs, the countries have designed (or improved existing) short-time work schemes and temporarily took over the burden of social security contributions. Various measures were aimed at providing income for workers working short-time (or not at all), workers who were unable to work due to virus infection, self-isolation or quarantine, and workers who were unable to work due to childcare. To a limited extent, the issue of income insecurity of some other economically active groups was also addressed"},{"@xml:lang":"sl","#text":"Epidemija bolezni covid-19 je glavni izziv, s katerim se v evropskih državah trenutno sooča delovno pravo. Države so se do neke mere odzvale različno, vendar praviloma sledijo istim ciljem. Od marca do konca julija 2020 je bilo v Eurofoundovo bazo podatkov covid-19 EU PolicyWatch vnesenih 543 ukrepov držav članic EU, namenjenih omilitvi ekonomskih in socialnih posledic epidemije covid-19. Poleg zagotavljanja bistvenih storitev so bili ukrepi sprejeti za zagotavljanje varnih pogojev za delo, ohranitev delovnih mest in zagotavljanje dohodkovne varnosti. Da bi zagotovile bistvene storitve, so evropske države sprejele različne ukrepe, s katerimi so začasno povečale število delavcev ali dodatno obremenile obstoječe delavce, kar pa ne rešuje dolgoročne kadrovske podhranjenosti na posameznih področjih. Posebno pozornost bo treba nameniti tudi vplivu sprejetih ukrepov na telesno in duševno zdravje delavcev. Eden izmed glavnih delovnopravnih odgovorov na zagotavljanje varnih pogojev za delo je bil institut dela na domu. V zvezi z njim ostajajo odprta številna pravna vprašanja, na katera sprejeti ukrepi praviloma niso odgovorili. Za ohranitev delovnih mest so države oblikovale (ali nadgradile že obstoječe) sheme dela s krajšim delovnim časom in v breme državnega proračuna začasno prevzele plačila prispevkov za socialno varnost. Različni ukrepi so bili namenjeni zagotavljanju dohodka delavcem, ki so delo opravljali v manjšem obsegu (ali sploh ne), delavcem, ki dela niso mogli opravljati neposredno zaradi okužbe z virusom, samoizolacije ali karantene, in delavcem, ki dela niso mogli opravljati zaradi varstva otrok. V omejenem obsegu je bila naslovljena tudi dohodkovna negotovost nekaterih drugih ekonomsko aktivnih skupin"}],"edm:type":"TEXT","dc:type":[{"@xml:lang":"sl","#text":"znanstveno časopisje"},{"@xml:lang":"en","#text":"journals"},{"@rdf:resource":"http://www.wikidata.org/entity/Q361785"}]},"ore:Aggregation":{"@rdf:about":"http://www.dlib.si/?URN=URN:NBN:SI:doc-LAGHZ68W","edm:aggregatedCHO":{"@rdf:resource":"URN:NBN:SI:doc-LAGHZ68W"},"edm:isShownBy":{"@rdf:resource":"http://www.dlib.si/stream/URN:NBN:SI:doc-LAGHZ68W/8719-bd8--26134cadecb3007ad7455abf7-/PDF"},"edm:rights":{"@rdf:resource":"http://rightsstatements.org/vocab/InC/1.0/"},"edm:provider":"Slovenian National E-content Aggregator","edm:dataProvider":{"@xml:lang":"en","#text":"National and University Library of Slovenia"},"edm:object":{"@rdf:resource":"http://www.dlib.si/streamdb/URN:NBN:SI:doc-LAGHZ68W/maxi/edm"},"edm:isShownAt":{"@rdf:resource":"http://www.dlib.si/details/URN:NBN:SI:doc-LAGHZ68W"}}}}
