Managing crises has encountered threats that demand faster and more coordinated response and management strategy that surpasses the capacities of exclusively military crisis management. In those circumstances, as a legitimate issue and precondition for successful execution of security, crisis management has become a part of the agenda of the post-conflict Macedonia. The experience from the 2001 crisis, and even before that, implies the need for crisis management system. Thus, seeking an appropriate solution to avoid the identified shortcomings and to include prevention was solved with the establishment of the Crisis Management Center. Therefore, the offered concept for structuring the Crisis Management Center expresses high applicative value. Modelling is based on the predetermined compatibility as an initial foundation of the necessary explicit functionality both from intra and inter character"},{"@xml:lang":"sl","#text":"Obvladovanje kriz je kot instrument, ki ga vlade uporabljajo za uveljavljanje varnosti v tranzicijskih demokracijah, postalo prava tema za analize. Obvladovanje kriz je naletelo na grožnje, ki zahtevajo hitrejši in bolj usklajen odziv in strategijo obvladovanja, ki presega zmogljivosti izključno vojaškega obvladovanja kriz. V takih okoliščinah je obvladovanje kriz kot legitimno vprašanje in predpogoj za uspešno zagotavljanje varnosti postalo točka na dnevnem redu Makedonije po konfliktu. Izkušnja iz krize leta 2001 izkazuje potrebo po nacionalnem sistemu za obvladovanje kriz. Pri iskanju primerne rešitve, da bi se izognili znanim pomanjkljivostim iz izkušenj drugih držav in vanjo vključili tudi dejavnosti za preprečevanje izbruha kriz, so se v Makedoniji odločili za ustanovitev nacionalnega Centra za obvladovanje kriz. Ponujeni koncept za strukturiranje tega Centra vsebuje veliko uporabno vrednost.
