The act is necessary due to the relatively poor organisational culture, patient safety, and the absence of just culture. The national, European, and international organisations' recommendations are poorly considered. As a result, healthcare quality is not at a high level, which means that patient outcomes are worse than they could be. Extrapolation of data from European and other surveys estimates that 700 to 1.000 patients die yearly in Slovenian hospitals, and 35.000 suffer major or minor damage to their health due to avoidable adverse events. About half of these adverse events could have been prevented. Although several documents have been written at the national level to develop quality and safety in healthcare, very little of their content has been introduced into healthcare practice. There have also been some attempts to present a strategy for quality in healthcare and several attempts to regulate governance and quality and safety management and prepare an act on quality and patient safety in healthcare, including civil society initiatives. However, these efforts have not been materialised. The Healthcare Quality and Safety Act and the implementation of the project to support the improvement of quality and safety in Slovenia, which was approved by the Ministry of Health and the European Commission, promise better outcomes for patients and reduce preventable harmful events. The Government of the Republic of Slovenia is responsible for implementing a comprehensive quality and safety system in healthcare, and many stakeholders are responsible for its implementation"},{"@xml:lang":"sl","#text":"V Sloveniji nimamo zakona o kakovosti in varnosti v zdravstvu. Zakon je potreben, ker se zaradi nezavidljive organizacijske kulture, kulture varnosti pacientov in neobstoja pravične kulture nacionalna in evropska priporočila in priporočila mednarodnih organizacij slabo upoštevajo. Posledica tega je, da kakovost zdravstvene obravnave ni na visoki ravni, kar pomeni, da so izidi za paciente slabši, kot bi lahko bili. Bilo je tudi nekaj poskusov uvedbe strategije kakovosti in varnosti v zdravstvu in več poskusov ureditve upravljanja in ravnanja s kakovostjo in varnostjo ter priprave zakonodaje, vključno s pobudo civilne družbe. Doslej se ta prizadevanja niso uresničila. Z napovedanim zakonom o kakovosti in varnosti v zdravstvu skupaj z uveljavitvijo projekta Nacionalne strategije kakovosti in varnosti v Sloveniji za obdobje 2022-2031, ki sta ga potrdila Ministrstvo za zdravje in Evropska komisija, se obetajo boljši izidi za paciente in zmanjševanje preprečljivih škodljivih dogodkov.
