The concept enables a study of distributional (income and access to the labour market) and relational (social status, participation, political andcivil rights) aspects of social exclusion. The basic strategy for combating social exclusion is a combination of participation (in terms of self-defining and self-organising groups or in terms of shift from groups in the process of definition to the well defined ethnic groups) and state interventions (appropriate legal instruments for promoting equal opportunities and access to important institutions of social integration). In the case of autochthonous Roma people as well as in the case of temporary refugees in Slovenia, the cutlural identity represents an important contextual component of both, social exclusion and social integration"},{"@xml:lang":"sl","#text":"V članku analiziramo primernost koncepta družbene izključenosti v obravnavi marginalnih etničnih skupin. Model ponuja analizo distribucijskega (dohodek oziroma dostop do trga dela) in relacijskega (družbeni statusi, participacija, politične pravice) vidika izključenosti. Osnova strategij preprečevanja družbene izključenosti je kombinacija samoudeležbe ciljnih skupin (samodefiniranje in samoorganiziranje oziroma premik od skupin v nastajanju k prepoznavnim družbenim skupinam) in državnih posegov (ustrezne zakonodaje, ki promovira enake možnosti in dostop do pommebnih družbenih integrativnih mehanizmov).
