The natives should avoid thinking that the region is passive in economy thus consequently responding positively to development stimulation from abroad. They put first state and European financial sources, second legislation which fits the necessities of undeveloped regions and only third comes the need to motivate and educate the population to be ready for progressive changes"},{"@xml:lang":"sl","#text":"V Halozah se je zaradi naravnih in gospodarskih razmer ter različnih lokalnih in globalnih dejavnikov uveljavil neenakomeren demografski razvoj. V obmejnih in težje dostopnih območjih se zmanjšuje število prebivalcev, v večini dolinskih in središčnih naseljih pa se demografska sestava izboljšuje. V pokrajini se tudi zaradi depopulacije zmanjšuje pomen naravnih potencialov za razvoj kmetijstva in drugih dejavnosti. Domačini so prepričani, da je pokrajina gospodarsko pasivna, zato potrebujejo zunanje razvojne spodbude.
