We need regions as a second level of local government primarily to counter internal development problems and the need for decentralisation in Slovenia. Developmentaly stagnant and depressed areas account for more than 70% of Slovene territory. The share of founds earmarked directly from central government for regional promotion is falling and is lower than the average in European Union countries. Analyses of population and employment, and of the economic, infrastructure and educational capacities of the Slovene regions reveal serious regional differences. The reasons for the establishment of regions in Slovenia also lie in the diversity of regional problems, which are different in Zasavje, Pomurje, Gorenjska or Primorska. Any restriction to an administrative territorial division would blur the special regional features which, even by Europe-wide comparision, are characteristic of Slovenia. And we cannot simplify the tackling of urgent regional problems as being a matter for relations between the central government and a large number of very diverse municipalities</dc:description><dc:description xml:lang="sl">Priprava zakona o pokrajinah izhaja na eni strani iz notranjih, slovenskih potreb, na drugi pa tudi iz teženj po mednarodni primerljivosti. Pomen pokrajin kot druge stopnje lokalne samouprave, vidimo predvsem v možnostih usklajevanja razvojnih problemov in v decentraliyaciji Slovenije. Razvojno stagnirajoča in nazadujoča območja obsegajo že več kot 70% Slovenije. Sredstva, ki jih posamezne regije danes dobivajo neposredno od države, so nezadostna, vsekakor pa pod povprečjem sredstev v državah EU. Analiza demografskih podatkov, zaposlitvene in ekonomske strukture, infrastrukturnega ter izobrazbenega potenciala opozarjajo na velike razlike med posameznimi slovenskimi regijami. Razlog za uvajanje pokrajin leži tudi v različnosti regionalnih problemov npr. v Zasavju, Pomurju, na Gorenjskem ali v Primorju.
