It outlines major bottlenecks and shortcomings of the system as identified by the Ministry of Environment and Spatial Planning and confirmed by the government. A brief description of key changes is given, as envisioned in the current proposal of legislative drafts. It should not be overlooked that not all problems are of legal/legislative nature, but also stem from the way implementation is carried out"},{"@xml:lang":"sl","#text":"Prispevek predstavlja trenutno stanje normativnega okvira na področju urejanja prostora, prostorskega načrtovanja in graditve objektov. Popisuje temeljne problemske sklope, ki jih je na tem področju ob začetku projekta zakonske prenove identificiralo Ministrstvo za okolje in prostor ter potrdila Vlada RS, ter navaja in kratko opisuje ključne spremembe, kot so predvidene v trenutni fazi priprave zakonov.
