Tehnična in tehnološka raznolikost železniških sistemov v EU je namreč ena izmed glavnih ovir pri zagotavljanju enotnega evropskega prometnega sistema in pri zagotavljanju konkurenčnosti železnice. Dosledna uvedba interoperabilnosti je prvi pogoj za rešitev tega problema. Interoperabilnost se nanaša na gradnjo, nadgradnjo, obnovo, obratovanje in vzdrževanje železniškega sistema kakor tudi strokovne in zdravstvene kvalifikacije izvršilnega osebja.
