Pri izgradnji zbirk mora upoštevati nagel razvoj na področju informacijske tehnologije in spreminjajoče se potrebe in zahteve uporabnikov. Vrednotenje je eden temeljnih pogojev za kvaliteten razvoj zbirk. To je še posebej pomembno v sodobni knjižnici, ki ima v zbirki dokumente v tradicionalni obliki, hkrati pa uporabnikom zagotavlja dostop do elektronskih virov informacij.
