Slovenia lists co-operation with the Western Balkans as its foreign policy priority along with its development co-operation focus. Države imajo navadno določene strateške politične, ekonomske ali druge cilje, ki jih želijo doseči z dodelitvijo razvojne pomoči in njeno vezavo. Te cilje je smiselno dolgoročno opredeliti skozi odpiranje večjih možnosti za sodelovanje v okoljih, kjer se na podlagi razvojne pomoči zagotavljata stabilnejše politično okolje ter trajna gospodarska rast. Slovenija med svoje zunanjepolitične prioritete uvršča sodelovanje z Zahodnim Balkanom, ta regija je tudi v ospredju razvojnega sodelovanja.
