Avtor predstavlja komuniciranje med oboroženimi silami in javnostmi kot proces oblikovanja skupnega izkustvenega polja in kot proces vplivanja sporočevalca na prejemnika. Na tej podlagi zagovarja tezo, da se oborožene sile in obrambni sistemi morajo prilagajati zahtevam javnosti, vendar pa te zahteve predhodno sooblikujejo s poseganjem v proces oblikovanja javnega mnenja. Avtor oblikuje model komuniciranja med oboroženimi silami in javnostmi na podlagi analize delovanja služb za odnose z javnostmi, institucij psihološkega vojskovanja in obveščevalno-varnostnih služb.
