On the basis of the principle of reciprocity, tolerance and solidarity it takes into consideration the historical development of entities, equality of languages and scripts and the collective vision of the future. It also promotes the idea of consolidation of information, spread decades ago by UNESCO. COBISS deluje v regiji, ki ima značilnosti izrazite večkulturnosti in igra aktivno vlogo pri vzpostavljanju medkulturnegadialoga. Izhajajoč iz načel vzajemnosti oz. recipročnosti, strpnosti in solidarnosti upošteva zgodovinski razvoj entitet, enakopravnost jezikov in pisav ter kolektivno vizijo o prihodnosti.
