Hypotheses that have to be given adequate respect as starting points in the development of the urban system follow particular levels of discourse, from the Wuropean and national, regional level to the local level. Thus directing urbanisation is different on different levels. Two examples of directing urbanisation processes on the local level are presented, for the functional urban region of Ljubljana and the municipality of Domžale.
