The European Court of Human Rights and the Court of Justice of the European Union have articulated broadly comparable standards. EU Regulation 2020/1784 nevertheless raises practical difficulties. Nekateri nacionalni zakoni (zlasti v Češki republiki) takoj dovoljujejo \"fiktivno vročitev\", večina držav EU pa zahteva, da se najprej resnično poskuša ugotoviti dejansko prebivališče posameznika. Evropsko sodišče za človekove pravice in Sodišče Evropske unije sta glede tega določila podobne standarde. Uredba EU 2020/1784 je s tem v zvezi sicer povzročila nekatere dileme. Spodbuja namreč čezmejno iskanje naslovov, vendar se opira predvsem na uradne registre. To je koristno, če podatki, zbrani iz teh registrov, ustrezajo dejanskemu prebivališču naslovnika.
