Their common features and specificities are presented. It is argued that in times of social (economic or sanitary) distress the social insurance system is used for other purposes, and intervention measures oftentimes distort its systematic regulation. Shaping of common legal rules for all social insurances or even a social code is proposed. In this way, it would be easier to follow new forms of work organisation and family structures, delineate between social insurance and other forms of insurance, and guarantee transparency and foreseeability of actions as a fundamental part of legal security"},{"@xml:lang":"sl","#text":"Prispevek poudarja pomen socialnih zavarovanj za uresničevanje mednarodne in ustavne temeljne človekove pravice do socialne varnosti. Predstavljene so skupne značilnosti in nekatere posebnosti. Ugotovljeno je, da se v času (ekonomskih ali zdravstvenih) pretresov v družbi sistem socialnih zavarovanj uporabi tudi za druge namene, večkrat pa se vanj tudi nesistemsko poseže z interventnimi ukrepi. Predlagano je oblikovanje skupnih določb socialnih zavarovanj ali celo socialnega zakonika.
