The discussion starts with definition of secrecy and proceeds with the claim that difference between the declared political objectives and the reality is a Slovene specificity. It further presents the secrecy as a social phenomenon to be taken into account and to be valued by modern security theory and modern security practice. Secrecy as an antipode of the principle of public is an important component of the European legal order. The author tries to answer the key questions: Which and what aberration from the principle of publicity and the right to information is possible, and what are the reasons and criteria for defining information as generally inaccessible? The author gives the phenomenon of secrecy the meaningof 'value' and in the case of manipulation the meaning of evil. His debate has a character of conceptual approach with series of problem-complexes, from the normative regulation of the field to the search for general theoretical, expert-scientific and political framework which wouldenable Slovenia to access European security networkAvtor v članku opredeljuje, predstavlja in sistemizira tajnost kot problem in predmet svojega proučevanja. Razpravo začenja z opredelitvijo pojma in jo nadaljuje z ugotavljanjem razkoraka med deklarirani politični cilji in dejanskostjo kot slovensko značilnostjo. Nato predstavi tajnost kot družbeni fenomen, ki ga morata upoštevati in vrednotiti sodobna varnostna praksa. Tajnost kot antipod načela javnosti je pomembna sestavina evropskega pravnega reda. Pri tem poskuša odgovoriti na klučno vprašanje: katera in kakšna so možna odstopanja od načela javnosti in pravice do informacij ter kakšni so razlogi in kriteriji, po katerih je določena informacija splošno nedostopna? Avtor daje fenomenu tajnosti pomen vrednote, pri manipulaciji z njo pa pomen zla.
