This trend requires a rethinking of trade arrangements that would provide suitable instruments, tools and policies when needed for restructuring. The key challenge in the process of deepening and widening the economic and legal integration is how to disseminate the economic, technological, financial and other benefits to those regions and parts of the population that are currently excluded. In order to overcome this negative trend, comprehensive efforts to disseminate the benefits as widely as possible should be applied at the local, national and international levelsRazlika med povojnim razvojem mednarodne trgovinske ureditve in kontekstom nedavnih pobud za sklenitev prostotrgovinskih sporazumov je, da postaja distributivni učinek trgovinske liberalizacije vse bolj razviden tudi v najbolj razvitih gospodarstvih sveta, v Združenih državah Amerike in Evropski uniji, ne le v razvijajočih se državah. Ta razvoj terja, da se trgovinska ureditev na novo premisli, tako da bo predvidela ustrezne instrumente, orodja in politike, ki so potrebni za prestrukturiranje.
