It is to be understood as a set of diplomatic activities undertaken by non-state actors for the peaceful resolution of international conflicts. The following cases of the mediation of non-state actors in armed conflicts are presented: the Oslo Agreement within the framework of the Middle East Peace Process; Tajikistan, between Peru and Ecuador; in Mozambique; and in Indonesia. Protracted and difficult-to-resolve conflicts usually require several mediators which enter into the conflict at different stages or play different roles at the same stage of conflict resolution. For successful conflict resolution, it is necessary to be aware of the comparative advantages and disadvantages of official and track-two mediators. The successful co-ordination of their work is equally important</dc:description><dc:description xml:lang="sl">Drugotirna diplomacija je razmeroma nov pojav, ki omogoča uspešnejše reševanje oboroženih konfliktov. Pojem drugotirna diplomacija obsega nabor diplomatskih aktivnosti državnih in nedržavnih akterjev, vključenih v mirno reševanje sporov. Argumentacija je podprta s konkretnimi primeri mediacije nedržavnih akterjev v oboroženih konfliktih na Bližnjem vzhodu (Sporazum iz Osla), v Tadžikistanu, med Perujem in Ekvadorjem, v Mozambiku in Indoneziji. Trajnejši in težje rešljivi oboroženi konflikti običajno zahtevajo posredovanje več mediatorjev, ki se vključijo v različne faze reševanja oboroženega konflikta ali pa v isti fazi konflikta prevzamejo različne naloge.
