When long-term care was required, it could be provided within the family. Reliance on care is predominately linked with old-age. With the aging of the population (and relatively low fertility rates), the need for long-term care is growing. It has outgrown the individual risk and became an overall social risk. It would be rather difficult to classify the reliance on care as a completely new social risk. There are quite diverse benefits in kind and cash provided by the social security system to persons reliant on long-term care. What is required is to classify it as an independent social risk, which could be closely linked to other social risks, like sickness, invalidity or old-age. It is no longer possible to provide effective benefits otherwise. Reliance on long-term care could present itself as a double social risk, for the person reliant on care and for his/her family members providing care"},{"@xml:lang":"sl","#text":"Ob uvedbi prvih modernih socialnih zavarovanj odvisnost od oskrbe drugega ni bila splošni družbeni pojav. Ko je bila potrebna, je bila dolgotrajna oskrba praviloma zagotovljena znotraj posamezne družine. Odvisnost od oskrbe drugega je pretežno povezana s starostjo. S staranjem prebivalstva (ob majhnem številu rojstev) se povečuje tudi potreba po oskrbi, ki je s tem iz individualnega prerasla v družbeno, socialno tveganje. Odvisnost od oskrbe drugega bi težko opredelili kot povsem novo socialno tveganje, saj se v sistemu socialne varnosti že zagotavljajo raznovrstne dajatve v denarju in naravi osebam, ki potrebujejo dolgotrajno oskrbo. Treba jo je opredeliti kot samostojno socialno tveganje, ki je lahko tesno povezano s katerim od tradicionalnih socialnih tveganj (na primer bolezni, invalidnosti ali starosti). Drugače namreč ni več mogoče zagotoviti učinkovitih dajatev.
